decostas. president vietor: hello, mr. decosta. we will be having plenty of opportunity for public comment particularly had the joint meeting with the southeast facilities commission. for right now we will open it up for public comment. >> commissioners, my name is francisco decosta. first and foremost i would like to welcome you to the bay view hunters point area. at this time i would like to speak on a few issues. the first issue that i'm very pleased speak on is that some of you commissioners do have a detailed history of the infrastructure in this community. and having had that history, i would presuppose that because some of our advocates have come to you for a long, long time to speak about the changes that are going to be happening here with the infrastructure. as you know, we are already doused with the clean water or the water system improvement project, and now we are going to be dealing with the other system known to you as the sewer system improvement project. my plea to you during this public comment is that we cannot

>> my name is francisco decosta. let me address the first issue. here in san francisco, we want good transportation. and i'll talk about a local issue. and then i'll connect it with the regional issue. if we take the third street light rail, we start at fourth and king and end in the middle of norway and visitation valley, having spent $700 million, a line that does not do justice to thousands of people. one of you representatives who lives and represents district 11 knows that if this line was connected to the balboa station it could reduce millions of vehicles from another sector of san francisco and help brisbane, south san francisco going down. so the m.t.c., i used to attend their meetings, should evaluate projects such as that 700 million third street light rail that is doing a lot of disservice to thousands [tone] of san franciscoans. san franciscoans are interested in quality of life issues. and so we need roads that do not have large holes where cars get stuck. we have a $300 million backlog on our roads. those are the things we use daily.

>> my name is francisco decosta. i do not know if you noticed that when the gentleman was giving the report reportly pointed out that they are dealing with huge projects linked with the southeast sector involving highway 101 south. the widening of the street. the implications are very serious. and one of the ways the san francisco county transportation authority can address the situation is by having a localized meeting so people can have the best input. we are talking about millions of vehicles that are going to be flying in this area. we are talking about particulates. we are talking about over 10,500 homes plus that are scheduled to be built in this area. so the citizens advisory committee can get some briefings. but what is important is that we get the input from the many qualified constituents who live in the area which is lacking. and oftentimes if you watch this on the television, there's nobody here for public comment because at this time, you know, most people are working. there are very few advocates. they

i've got one speaker card, francisco decosta. and if there are other members who wish to speak on item 7, please do line up as well. >> let me address one particular issue when we're evaluating the presentation. i'm going to, because of limited time, i'm going to just focus on the cultural. so the gentleman points out that there are two buildings, maybe landmark, historic, that have to be removed. not a mention of [indiscernible] brought to my attention by an examiner, reporter, john upton in which i'm following from a position because i represent the first people on this matter it means nothing at all if the department of interior or the national parks service write a letter and say they have nothing to comment. they did the same on the field until we found a shell mound, and then there was plenty to comment. what i'm saying is, we do need the bridge, we do need to address what is relevant through our contemporary civilization and the mess that we have created by creating so many vehicles and polluting the air and so on and so f
