on defense. we have been 4%, sometimes over that recently, as we've -- in recent years, and so our nato members, however, are falling below that. germany, the strongest economy in europe, germany is at 1.2% of g.d.p. on defense and they spend a large portion of that on short-term, less than one year military training of young people in germany. and the fact is that a nine-month trainee is not someone in the modern world you can send into combat. they're just not sufficiently trained. many military experts believe that this is just a waste of money. so even the money they're spending in many ways is not effectively and wisely spent to create the kind of modern military you have to have to be successful in serious matters. so we do, though, believe that europe is not facing the kind of threats that we have and i think appropriate for us to talk to our european allies and say we want to proceed with a drawdown where possible. this nation is borrowing 40 cents of every dollar that we spend. the def

the nonfederal national guard mission include but are not limited to air defense, ballistic missile defense, weapons of mass destruction response, disaster response, counter drug support, border security, airport security and national special security events. in regards to uncleared title x command authority, this issue discussed today in my opinion would not alter title x command authorities or accountability over federalized national guard forces. there would need no change to the title x authorities said the service secretaries or the service chiefs. conversely they would take on no new title 32 responsibilities. the chief of the national guard is not or would he be within the title x chain of command for title x national guard forces geared when federalized, national guard forces are it will remain under the command of federal commanders. total force integration would not be compromised. if anything it would be enhanced a greater situational awareness of title 32 national guard missions, capabilities and leadership on which the chief of national guard euro is uniquely qualified to advic

it requires the department of defense officials and department of defense contractors who become aware of counterfeit parts in the supply chain to provide written notification to the d.o.d. inspector general, the contractor officer, and the government industry data exchange program or similar program designated by the department of defense. it requires enhanced inspection of electronic components imported from countries that have been the source of counterfeit parts in the d.o.d. supply klain, and china being the one that is clearly the worst offender in this regard. it requires large d.o.d. contractors to establish systems for detecting and avoiding counterfeit parts in the supply chains, authorizes reduction of contract payments to contractors that fail to develop adequate systems, it requires the department of defense to adopt policies and procedures for detecting and avoiding counterfeit parts, and its own direct purchases and asession and being aing upon imports of counterfeit parts from d.o.d. officials and contractors t authorizes the suspension and deparliament of contractors 4

on defense almost. and so i think the europeans need to be prepared to understand that they can't live off the united states. there's a great book by kagan called "paradise and power." very insightful. very insightful book. and it says, in a sense, europeans are comfortable. why? because they're under the umbrella of american power. and they've been comfortable with that. they don't feel threatened and they're not paying their fair share of the defense burden and they don't like it when we want to bring home troops. give me a break. it's time to do something about that and i believe all of our allies around the world, whether in the pacific or in europe or in -- in other areas of the globe ought to work with us in partnership so that we can be most effective in providing some stability around the world. but the idea that the united states can unilaterally fund a security force for the whole world is unrealistic. it can't be sustained and i just cannot possibly see how we need this many troops in europe

defense hawks, defense secretary leon panetta and military leaders have sounded the alarm, saying cuttingher $600 billion of defense object top of $450 billion in cuts already ordered by president obama would be devastating. defense spending can be cut further, but sequestration won't allow for thoughtful cuts and forms. instead, $57 billion more would be hacked from d.o.d.'s budget in the first year alone. that means expedient cuts that will prove costly in the long- term. panetta has said saving so much money so fast would kill the joint strike fighter and other key modernization efforts, costing future skily -- highly skilled jobs. cutting people takes longer and costs more money, while cutting operations is hard with troops still engaged in afghanistan and elsewhere. national security cuts must always be naid with a scal pell, not a chain saw. the super committee must strike a deal raising revenues to cut debt without hurting a fragile economy that is the critical element of america's national security. thanks for joining us for "this week in defense news." i'm vago muradian. you can
