defense. we have codified it in policy over the years and certainly things have advanced since 9/11 and hurricane katrina, but there has been a real gap in detailed preplanning for emergency response, particularly as it works its way down the chain into the tactical forces that would respond, most specifically i think those on active duty. this is an area that we don't tend to pay a lot of attention to and very often when it comes we tray to look the other way. i believe that we have been reasonably responsive in immediate response, immediate response by doctrine and policy are military dod authorities moving out their gates into their neighborhoods when a disaster hits right next door. i mean, that seems to make sense. we have good relationships at our bases and stations and the ability to roll out and assist is something you would expect to work out pretty well. some of that has matured, in fact. in the state of california we have established a number of agreements, most particularly the wil

budget, even -- even the secretary of defense, the obama secretary of defense said it would be devastating. he used the word devastating. if that were not enough the obama administration continues to force the military to spend greater proportions of its already depleted funds on a gene energy agenda to include the purchase of biofuels for operational use in construction of commercial biofuel refineries. now, you know, i fully support development and use of alternative fuels including klug biofuels but not at the expense of the military. the focus should be on the readiness of the navy, not on propping up the biofuels industry. i have to remind everyone, we've a bureaucracy called the department of energy. they're the ones supposed to be doing all this experimentation we talk about. the navy according to the chief of a naval operations, admiral john greener will see a 15% increase in the number of ships and subs deployed with the number of ships in attack boats deployed at any time rising from 93 today to 107 by 2016. this increased deployment rate will impact sailors and marines as well a

there is the perception of the role that defense spending and defense and the military played in our economy. and the perception that cuts to our growth in pentagon spending is shorthand, not just for how much you care about jobs, but how much you care about troops and how much you care about american security. and here we will start with the public because although as i said the public is very clear across party lines, doesn't want any more land wars, not really interested in big new military adventures of any kind, feels confident that their technological solutions that can address terrorism problems. at the same time the public is also willing and interested to hear that waste and fraud related pentagon cuts, but firmly believed that if you just go in and cut the pentagon what we do is hurt troops and hurt their families, and hurt veterans. and it has to be said that the public is not entirely wrong in thinking this because what are the single biggest drivers, troops, benefits, retirement, health care. so the public is onto something here. but it is also interesting how in the pub

this is crusader, built by united defense.ssaint: the government had already spent $2 billion to develop crusader, but donald rumsfeld was on a mission to transform the military. he wanted to save the remaining $9 billion cost and spend it on new, more agile weapons systems. we must be prepared to adapt to an ever-evolving set of challenges and circumstances. poussaint: but before rumsfeld could officially announce his decision, the army leaked the news to united defense. that leak was the beginning of a highly organized fight to save the system. among the observers of the battle, andrew krepinevich, director of a non-partisan think tank. krepinevich: essentially what the administration has run into is the so-called iron triangle. the three sides of the triangle comprise the army itself, the defense industry that is building the crusader -- in this case, united defense -- and members of congress in whose districts they would benefit from the production of this system. poussaint: crusader was being built by united defense. it's

so we need to ensure our homeland missile defense system is as robust as possible and a missile defensesite on the east coast may be one of the best means for accomplishing this. in other words, of course, we're concerned about north korea or iran, but there are a couple of other countries in the world that may not wish us any harm but who have extraordinarily capable systems. i speak specifically of china and russia. and we have always wanted and the law requires us to provide protection against the kind of unauthorized or accidental launch that can occur. this is not an idle concern. we spent enormous amounts of time and energy and money trying to ensure these extraordinarily lethal weapons are never launched by accident or by some unauthorized event. and that's one of the reasons for a missile defense system, to ensure that that kind of accident never would result in harm to the united states, and, of course, what they're also worried about is that if that ever happens then there's the question of retaliation, how do you know this is not intentional? how do you know we shouldn't reta

but more recently the secretary of defense has elevated this and defense support to civil authorities has been dregted -- directed into the departments to start developing plans and policies that will adjust how we respond. so we're seeing a directive that will make things more expensive and specific in defense for civil authorities and this is the most significant move in dsca that i have seen in my career. since late november, 2011, comprehensive planning meetings have taken place to analyze the issues surrounding dsca and have provided a laundry list for recommendations of actions to be taken. the department of defense in the person of the chairman of the joint chiefs of staff, the key principle staff members of the department, and our primary combatant commanders and commanders responsible for civil authority support are now acting on those recommendations in the form of directed tasks. the tasks sound very familiar for those who have participated here in san francisco fleet week over the last several years. the focus is on integrated planning with civil authorities, swift operati
