defense. so, that strategic entrance to this harbor was the last land that our troops and sailors and marines and soldiers would see if they departed for the pacific theater in world war ii and korea and vietnam, and also the first thing they would see upon returning back to the bay area. so, between the presidio and the head lands, we now have wonderful park lands that have been converted. we call it converting from post to park. repurposing those lands from national defense to environmental defense. and i believe it is probably the most accessful base conversion in the united states. if you haven't been to the presidio, i think you should try and make that. if you're from out of town, it's a spectacular transition there. so, these golden gate national parks that i happen to be the superintendent of has now become after 40 years the second most visited national park in our country. we get 14 million people a year that come to our parks. it has spectacular coastline, includes muir wood, alcatr

we've got to have a strong defense. but they deserve better than what they get from an administration and a congress that wants to send them around the world and change the culture of countries that could care less about freedom. now, if they're a threat to us, i will vote every time to make sure we defend the american people. but i hope, mr. secretary, that you will be a leader with this administration and say walk carefully. let's make sure it is justified. because we failed in iraq. it was never justified. and so i hope that you will bring as you work through these problems, and my friends on both sides have certainly articulated and have agreed. but it's just like how in the world can we continue to play the game? i gave this analogy recently in my hometown in north carolina. everybody in my neighborhood knows i'm broke. i still drive a fancy car. i call up my neighbors and say let me take you to dinner. and you know what they're saying? what a fool. he can't even pay his wills, and he wants -- his bills, and he wan

talking about the defense diplomacy. as he looked back at your four years, what would she think of your two or three top highlights? >> i think you hit it right on the head that one of the most significant accomplishment has been restoring balance between the state department and department of defense. after 9/11 we were out war and a lot of the traditional migrated to the department of defense. when the obama administration came into office, it made it a priority to rebalance their relationship. it mandates that secretary clinton gave me when i took the job as secretary of state for military affairs. we've made a lot of progress in that respect in that the relationship between state department and defense department has never been better. it is often referred to as the principal link between state department and department of defense. so at its core, the mission is to make sure the relationship goes smoothly as well as ensuring what the defense department is doing is consistent with u.s. foreign policy. and so, we made

department of the defense. first, then we look at the reality of what we're going to be dealing with. from that comes the numbers and how we prepare to make that cut. >> will that yield an outline, a budget give to us? give to congress that takes in to account that number at least for fy14? >> i don't we're talking about sending up a new budget, but we're certainly working with the congress and the appropriate committees on how we intend to move forward. and let me ask the comptroller. if he wants to anything to this. >> no. i expect to send up another budget and provide information. >> i don't want to get bogged down in the se semantics. the point is, when will we see your recommendation about how you deal with the number starting fy14? >> i mean i think it would be sometime after may 31st we need to give the secretary time to review it. >> we will see that sort of proposal whether you want to call it a new budget or whatever you want to call it? >> i would assume at some point if the secretary agrees whether

defense. we have codified it in policy over the years and certainly things have advanced since 9/11 and hurricane katrina, but there has been a real gap in detailed preplanning for emergency response, particularly as it works its way down the chain into the tactical forces that would respond, most specifically i think those on active duty. this is an area that we don't tend to pay a lot of attention to and very often when it comes we tray to look the other way. i believe that we have been reasonably responsive in immediate response, immediate response by doctrine and policy are military dod authorities moving out their gates into their neighborhoods when a disaster hits right next door. i mean, that seems to make sense. we have good relationships at our bases and stations and the ability to roll out and assist is something you would expect to work out pretty well. some of that has matured, in fact. in the state of california we have established a number of agreements, most particularly the wil
