deidre dejear, how would you use it? >> while we can boast about our surplus, we have to think about at what cost? we see the degradation to our education system. we are asking our systems do more with a lot less. we are seeing that in health care services. the iowa taxpayer dollar is not going to work, it is just being hoarded. we have to maximize the potential of the iowa taxpayer dollar. those taxpayer dollars should be allocated on an annual basis so that we are pushing the systems that will get people back to work and ensure that families have economic sustainability. when i am talking to business owners, they are having challenges keeping their employees because of the lack of child care. they are having challenges getting people to stay at work because of the lack of housing. i want to invest the taxpayer dollar and not just hoard the resources. >> but we have invested dollars into childcare and housing. i am proud of what we have been able to do with public-private partnerships. we expanded childcare across the s

abc's deidre bolton is back with some advice and a silver lining. deidre? >> that is right, janai.ey are bad for borrowers, they can be good for savers, so some big banks offer only 0.1% on your deposits and your savings accounts, so a $500 deposit per year you get about 50 cents, but there are other choices. some online banks offer much higher returns. bankrate put out a list. you're looking at the top five picks on your screen right now. it is worth noting, though, som the number of withdrawals or transfers you can make per statement cycle. so you do really need to read the fine print as always. but on the math alone instead of making that extra 50 cents a year, you could be making closer to $13 for every 500 you deposit increasing the interest you make by 26-fold. now, even tech giant apple getting in the mix this week announcing a new savings account for apple card in partnership with goldman sachs. janai. >> great news to have choices if you're a saver. what if you're a borrower, deidre, even if you don't want to be? >> and a lot of people are in this situation, so the most im

abc's business and economics correspondent deidre bolton is here with more on that. deidre, good morning to you. >> reporter: janai, friday marked the last day of the month and the third quarter, the dow and the s&p 500 at their lowest levels since november of 2020. part of the reason for the negativity, one of the favorite reports show that food, energy, and housing prices still too high for it to stop raising rates. higher rates can hurt americans who need to borrow money for mortgages, car loans and credit cards. americans are dealing with the highest inflation since the early '80s. the fed wants to bring that level down, even if it hurts employment or the stock market's performance. companies have to manage higher inflation too and they're also still dealing with leftover pandemic issues such as supply chain and inventory inefficiencies. nike reporting its inventory levels soared 60% in north america, its largest market. nike says it still has too much clothing in stock. other retailers making similar comments earlier this year including target and walmart. the s

abc's deidre bolton has more on shopping.>> well, it's just going to be a little tougher this holiday season. you need a strategy because this winning shopping formula used to be great discounts, free returns, but that was before shoppers and retailers were coping with inflation at a four-decade high. americans we know paying more for basics, groceries and rent, inflation also affecting retailers and that they're paying more for manufacturing and shipping. they may try to pass down some of those costs to shoppers. so among the retailers that will charge for some returns for the holiday season, hear the gasps, h&m, j. crew, zara, jcpenney and abercrombie & fitch. >> i like the reaction from the peanut gallery, say it ain't so, so what can you do to avoid this? >> so the number one thing is probably just make up your mind in advance, but if you cannot do that, go to the physical store, no shipping charges for that, and also worth noting, if you're going to do an exchange versus a return, most retailers will give you a break. >>

deidre, good morning. >> good morning, whit. americans have a lot to manage. in that last hour of trade on friday, stocks slid to their session lows, investors digesting the september jobs report. the dow dropping more than 600 points. the nasdaq lower by 3%. most economists agree that the jobs report was strong enough to keep the fed raising rates, which hurts americans who need to borrow money for mortgages, car loans or those who are carrying a credit card balance. energy costs going in the wrong direction also for most americans. oil rising to a five-week high on friday. on that decision from opec, plus this week to cut supply, experts saying the decision comes in an already tight market makin it very likely that gasoline and heating oil prices go up from here. in one state taxpayers are automatically receiving payments to combat higher costs. technically these payments are tax refunds. california governor gavin newsom's office says they are going out to approximately 23 million residents. qualifying golden state residents, they are going to receive upward

deidre, good morning. >> good morning, whit. billionaire elon musk wanted twitter, didn't want twitter, maybe wanted twitter, but now he owns and will run it along with running tesla and spacex. within hours of taking control of the social media company, he tweeted out, the bird is freed. fired the ceo, the cfo, twitter's head of legal and policy who oversaw content moderation and several other executives. musk describes himself as a free speech absolutist. he says he does not believe in a permanent ban on users, so it's really unclear if those who have been kicked off, such as former president trump, will be allowed back on the platform. musk tweeting to say, no changes have been made yet to twitter's content moderation policies. in the meantime, some twitter users are reporting losing thousands of followers. unclear if elon musk has asked engineers to do so-called bot cleaning, an issue that musk has spoken out repeatedly or if people are deactivating their accounts in protest. at least one advertiser, tesla competitor, gm car

deidre, good morning. >> good morning, whit. fed is forecast to raise interest rates by another 75 basis points on wednesday. the aggressive moves so far have pushed the average 30-year mortgage rate over 7%. that's a 20-year high and more than double the rates at this time last year. so if you're considering buying a $400,000 house, 12 months ago the monthly payments on 30-year mortgage at 3.5% would have cost you close to $1,800 a month. now that exact same home would require monthly payments of more than $2,700 a month, a difference of more than $900. the fed is slowing down the housing market and the spending related to it. when people don't buy new homes they tend not to spend much on furniture, appliances, home decor or yard gear. there's a huge carryover effects, whit. >> speaking of spending, we're coming into the big holiday shopping season. what effects could this rate hike have on the shopping that people will be doing? >> whit, increases and experiences on credit card aren't pay off every month will cost 20% more. if

gig worker on that uber, lyft, doordash shares have all been down dramatically, but off the lows deidrel. >> i did just hear from a lyft spokesperson they emphasize they're no immediate or direct impact on that company or the business at the time the release they say allows 45 days of public comment they say this is the first step in what is likely to be a longer process before any final rule or determination is made. kind of stating the obvious here we hope to hear from uber soon but the prospect of this is big for these companies. i was looking back on some of the numbers from this battle they've already had here in california known as ab-5. a ballot proposal. the gig economy companies spent some $100 million fighting that. the impact on their bottom line in the state alone was anywhere from 6% to 16% impact. that was from morgan stanley so, this is a national thing, though, david, so the prospect and the costs could be a lot higher more important here. it comes at a time when market investors in these companies are looking towards profitability, less so growth in their market caps ar
