in a few minutes we will speak with andrew pollack, who lost his daughter meadow and delaney tarr, atudent will survive the shooting, about how they are coping and what they are asking of the nation's leaders. but first i sat down early with florida's governor rick scott to discuss his new package to prevent gun violence. >> chris: governor, welcome back to "fox news sunday." >> governor scott: it's great to be her. thanks for what you do. >> chris: thank you. let's start with an outline of the plan you have just announced. raise the age to buy all guns to 21, banned the sale of bump stocks, passed a red flag law to let families or authorities go to court to take guns away for mentally ill or violent people. $450 million to schools including putting law enforcement of every school. what is the thinking behind what you decided to do and what you decided not to do? >> governor scott: what i did was i listen to a lot of people. law enforcement, educators, mental health. he students, parents, and said what is going to fix this problem? one, we have to make sure our schools are safe. law

there are many different issues that need to be add you think, delaney?t do you think does need to bedrsed? >> ms. tarr: i absolutely do agree that we need to addres the failures that have created a situation like t all of the things that have failed us, all of the systems that have faileds. do need to fs on improving our school safety a little bit, our officers and i also believe that we need to make h to access guy are not mentally stable, when they arenot in a place where thd be owning a weapon like this. back -- i understand your strong feelings, but isn't issue -- isn't this issue of mental health and trying to make sure that sick people don't havt of the big issue when we were protecting issue? i'm not saying it's not an wwerr federal issues, is that a big issue? we have our chi classes. that's the issue that could be wants to come together and make our schools safe for our kids.ur kids going to class and not thinking about se to stop them e hallway. that's what we need to focus on and we could all come together americans instead of other issues and

but what's interesting about delaney, he is a moderate democrat.atic candidate who is aren't really to the left, or to the extreme left. delaney is a candidate that i think could be attractive to working americans. >> i am curious to see, there's only so many people who can target the progressive base. michael bloomberg is -- >> really? >> will try to run as the centrist. >> i don't think you can run as a moderate in 2020. >> we need someone who cannot unite the party, but unite the country. that is what my party is going to be, i don't believe that person is john delaney. >> his mindset? >> there is, you know, i think if senator sanders runs, he's going to have a lot of support. and he may even have a plurality as time goes on. clinton won the democratic primary by a lot, right? >> really? >> and i think that the energy in her party and the bigger votes are going to be with somebody who's going to unite people. >> i keep mentioning joe biden, biden is someone who's charismatic, engages americans. >> you're thinking in swing districts, the question

delaney, there's news today about sheriff's deputies arriving at the scene and not erpting.a little unclear what happened. maybe as many as three who did not go in. the school resource officer who didn't engage. a lot of people make the argument this shows this was a failure of law enforcement and and the emphasis on access to guns is missplaced and i want to get your reaction to that. >> well, it is somewhat his heartening to see another situation in which things went wrong. focusing so much on every other failure besides the main issue here, the gun issue, it almost uses a scapegoat so we don't have to have that conversation about common sense gun reform because he's a person, too. and using him as a scapegoat seems almost unfair in a way. >> huh. that's really interesting to come from you because there's lots of condemnation being hurled at this individual by people who weren't there. you, of course, were. that's how you feel. >> i actually did discuss with my one of my teachers recently this morning actually. we talked about how we sometimes forget that the people in the

i think delaney said it best that there's other things to focus on.cus on changing the laws. making the schools safer going forward. i think that officer peterson is being used as a scapegoat. people are angry right now. they're angry, they're hurting, and now all their hurt is being directed in, to me, the wrong direction. you want to be angry at something, be angry at the gunman who killed all these people. be angry at gun laws that allow these guns to be purchased by 18-year-olds and the loophole where people can go to gun shows and get a gun without even registering it. there sore many things to be angry, about and i think this is just misdirection. you know, every teacher that involved in this could sit there and go, oh, i should have done this. we're all doing that. we're all overanalyzing what we did and what we could have done and down to the administrators. there's other security guards on that campus. it's just pointing fingers, and it's not productive. >> delaney, you're nodding your head. do you agree? >> i absolutely agree with everything

delaney, brehm bring you in on this.? i know you live through this. lots of people, sadly, have lived through a horrific ordeal. how come you all have the strength today to be able to go and do what you're doing today in front of the state legislature? >> well, i think we come from a place where we have the ability to speak out about this. and i'm sure many other people who have been through similar situations have wanted to speak out. but we come from an affluent school. we're very well educated on government and policy. so we were given this platform and it felt wrong to not take advantage of it. ultimately we know we're in a place where we can speak out and make a difference. >> i started talking to you guys when we were there in the hours after this massacre happened, obviously you're all exhausted, but you haven't taken your foot off the gas. how are you coming with all this? >> i think doing all of these media circuits and trying to organize the march and the movement in general, i do believe it is a way of coping,

and john delaney this morning happens to be the number that represents the district, the sixth district of maryland. he has a bill to end by partisan gerrymandering, to end partisan german and by all states. i would like you to adjust the maryland question and in the context of the plans. >> i think the first part of your question really is correct. we are focused on looking at the states that are most gerrymandered. maryland is not one of the states. we can argue about what happened in the one district in maryland. supreme court will render a decision and render a decision when they oncome to look at wisconsin. if you compare what is going on in wisconsin to what has happened in maryland and compared to wisconsin, pennsylvania, ohio, north carolina, texas. you are really comparing apples and oranges. you can talk about the one district that we are focusing on states that have had substantial gerrymandering problems.i've not had a chance to read the article but i think that a movement towards nonpartisan commissions is in some ways, a purest way to do this. there are some state constitu

delaney and i have a bipartisan proposal that goes back and mirrors what ronald reagan, tip o'neill, howard baker did in 1983 and the idea is a commission and people argue they never work but that one did. it was a greenspan commission. it -- social security was much closer to going bankrupt then than it is today. as a matter of fact, the reason we have it today because of the work that commission did and the surplus that was piled up in intervening years until finally the baby boomer generation began to retire and they are now drawing it down pretty rapidly. i think an opportunity exists to do that again. if we could reform something like that and, again, mr. delaney and i presented this for three consecutive congresses, i think this president could actually be the person who saves social security, who put it on firm footing and it would be done in a very bipartisan way. will be the first to tell my friends on the other side of the aisle if this deserves slashing, look at what ronald reagan did with tip o'neill. ronald reagan won re-election with 49 states and tip o'neill remained s

and let me bring in ken delaney an. let me start with the memo itself. and i think what the central question and critique of the memo is -- should the fbi have included more information about steele and his potential motives to the fisa judge? was that an error and is that in fact what happened? >> the problem is it is pretty clear we can't rely on the memo to tell us what they did and didn't include. because as you mentioned, a democratic source told me that in fact the fisa judges were-day-owere there was a political context and some of the information came from trump political opponents. the house nunes memo makes it seem like that was completely omitted. so we just -- we don't know what to believe here. but the other thing to remember is the fbi gets information all of the time from criminals, from spurned spouses, from turn coats. this is how investigations are built. so it wouldn't be anything out of the ordinary they would get information with someone with an ax to grind. >> there are some thing in the memo -- the type indicated that this could be
