delauro: they need the resources to do it. there ise resources critically important in order to deal with teacher development. many schools use their title two funds to keep classes from being overcrowded. parents do not want their first greater in a class of 30 with one teacher. couldating this funding mean firing approximately 8000 teachers. how do you explain this decision to parents? sec. devos: -- sec. devos: we believe that with essa, states are going to be best equipped to be able to make these decisions on behalf of students closer to -- rep. delauro: decisions without resources. sec. devos: there's resources through title i that are very flexible in that regard. rep. delauro: we've got a serious shifting funds from title i. we can get that in another round. shifting money out of title i school choice. that is part of where you want to go with title i. title i isn't going to be at the level it necessarily needs to be to accommodate these efforts. you talked about in your fy 2018 budget that it refocuses the mission on

i will work with miss lowie, chairman cole, ranking member delauro to move rapidly in thing weeks and months to complete the fiscal year 2018 bills. today's hearing is part of a process we follow to determine the best use of taxpayers' dollars. after all, the power of the purse lies in this building. it is the constitutional duty of congress to make spending decisions on behalf of the people we represent at home. we owe it to our young people to ensure that they have access to the best education possible and your department is vital in keeping that promise. many programs administered by the department of education like pell grants and those established by the individuals with disabilities act idea ensure young people receive a quality shakes. i visit many wonderful schools in my district new jersey, some of the best in the nation throughout the school year and to hear from opportunities, teachers and parents on a range of issues. in middle schools and high schools, i often hear about the benefits of a well-rounded education inspired by every student succeeds act which allows students

delauro. the speaker pro tempore: the gentlelady is recognized for two minutes. ms. delauro: i yield -- a rise in strong opposition to this bill which would give workers less flexibility and less pay. the economic challenge of our time is people are in jobs today that don't pay them enough to live on. they are struggling to make ends meet. and this bill would make that worse. it forces workers to decide between time and a half overtime pay and paid time off when they work more than 40 hours a week. it enables employers to exert more control over employee's wages and hours than hinders the worker's ability to plan family time, to have flexible and stable schedules, and yes to make ends meet. rather than helping american workers earn better wages and more time off, this bill creates more power for employers to delay paying overtime wages for as long as 13 months. for people who need to work extra hours to pay those bill -- bills, this legislation forces them into an impossible choice between time and money with no guarantee of time off. this bill is nothing more than a
