we called it secured driver's license for delaware. we recognize it wasn't just the right thing to do, but it was the right thing to do for our citizens for identity for pursuit -- identity protection and things along those lines but it was a win-win for us. we had a huge pr campaign. we wanted to make your our citizens were educated. they knew what to expect with a new requirements and what they specifically had to bring in our to obtain a new document. we did that for us throughout the state and we're still doing that today. i want to back up a little bit and talk about what we did before we started implementing the law. we had to do a database. when i say that, all deemed these in north america have the same issue. we have legacy data and some of the legacy data is fraudulent. so we had to clean our social security number and information from the social security. to give you an example, we had 18,000 social security discrepancies that we had come and this is just oliver, a population about 900,000. we had 18,000 discrepancies we had

delaware's governor, democrat jack markell joins us now. he also serves as the current chair of the national governors' association. governor, welcome. two years ago you tried and failed to pass a law requiring w bagroundhecks on private sales at gun shows. do you think that newtown changed the politics of gun control so dramatically that you can now pass even greater restrictions? >> well, i think it may have. that's exactly what we're trying to do. two years ago i was probably only governor the country to add vaps any gun safety legislation. i introduced four bills three of them got passed. one of them about reporting to to those with mental illnesses to the national database. that's made a big impact. as you mentioned the one that faed was t gun sho loophole. but here's the bottom line. you know, if you go to a licensed dealer, you have to have a background check. 40% of sales people don't go through a licensed dealer. when you have 40% of sales not requiring that background check, the system is broken. we need to fix it. >> brown: do yo

let's talk about delaware first.tate, new york has moved already in the wake of newtown, connecticut. new york has signed a law, more stringent gun control measures. walk me through delaware's proposal and why you thought it was important to move now on guns. >> sure. this is an issue that i worked on when i first became an attorney down here at the u.s. department of justice, implementing the brady law. and the central part of our law that we've proposed along with our governor in the state of delaware is a universal background check. it's most important that that be done on a federal level, because it's only going to work, as long as it's implemented nationally. but in delaware, we've proposed a universal background check, a ban on assault weapons, a ban on high-capacity magazines. also, a law that would require the owners of weapons who lose or have weapons stolen to report it. and that cuts down on the purchasing of people going and buying guns to give to bad people. and the final piece is banning of weapons with
