we're still pretty good at it in delaware. that nurturing environment is made up of a lot of different things. among the elements are workforce, people that are educated, trained, have the experience to work -- to contribute in a workplace whether it's agriculture, tourism, financial services, manufacturing, technology, you name it. but right now we have a big challenge in filling all the holes across the country. we just got a jobs report last friday to show how the job market was going in this country, and the month of november -- in the month of november. and one of the things that we learned in that jobs report that while there may be about 156 million, 157 million people went to work in november every day, there were 5 million or 6 million jobs where nobody showed up. nobody showed up because they didn't have the skills, the education, the training, they didn't live in the right part of the country, they didn't want to do that kind of job, maybe they couldn't pass a drug test. but a lot of jobs are going wanting in this c

between big states and small states is humongous compared to that and then the difference between delawareand pennsylvania was like 17 to one and now the difference between california and wyoming is like 70 to one, so the unrepresentative call by the set-- caused by the senate is massive and huge so i in this book acknowledge that if you think that representative government in both grudges are representing people we have a real comp rising in context of the senate, but the challenge with the senate is that the constitution explicitly makes it on the mendel that there would be two senators from every state, the one part, to things in article five of the constitution that are said to be on amendable, one is the cause which protected slave trade until 1808 and the other was the cause that requires equal representation in the senate, neither of those two things can be changed without changing article five, so in my book what i'm saying is we are kind of stuck with this, but what can we do to change the way the senate works to try to get it as close to representative as we can and my own senses

joining me now delaware senator chris coons. he will be on the senate side.huck. >> what's the biggest take away for you from the i.g. report, the biggest finding? >> to me the several hundred page report by inspector general horowitz was there was no political bias and no fundamental flaw. at the beginning of the fbi's investigation into russian interference in the 2016 election. let me remind you what the basic fact pattern is here. they confirm the intelligence committee's conclusion russia interfered in our 2016 election. as candidate trump welcomed that engagement and interference and the fbi appropriately launched an investigation into contacts between the trump campaign and russia. >> how would you discern -- you know, one of the issues of bias that you hear in investigations usually never has to do with political. almost always has to do with investigative, meaning -- >> that's right. >> when you have a theory and there is a piece of evidence that fits the theory, you're like, you're gungho. how would you try to discern that kind of bias in an investi

in delaware the coverage maps suggest the entire stage of delaware has at least one provider that provides5 megabits per second but from my own personal experience driving up and down my state in the city or on the farm we have patches where there is not access so this is a priority and i appreciate the willingness to adopt the approach to resolve some of these issues come it seems not as precise particularly when you measure through census tracts in a small state like delaware that has a great impact so i want to ask a question about the rejection of the proposal with the fabric approach that is more granular and also bipartisan support. could you share why the fcc would have more realistic coverage quex. >> i appreciate the question with the concerns that you raised with delaware driving from wilmington i noticed the bar start to drop. >> and in the urban areas as well that's why we are focused to make sure we have more accurate data. with the question that you have raised i am proud the agency spoke with that bipartisan voice is the new digital opportunity and collection are we included
