. >> delia goncalves joins us live from frederick and we saw it landing on what about the streets delia? >> reporter: the streets are looking pretty good. just wetness as we have been reporting. and as howard and erica have been telling us as well. roads obviously the road surfaces a little too warm for any accumulation. but we are seeing a whole lot of puddling and splashing. and so no doubt the roads are slick this morning. some major puddling especially when you -- approach some of the curbs and some of the -- the pauls into -- pulloffs into driveways and some of the side streets, a lot of puddling is there that you have to be aware of. but take a look we only have accumulation so far on the grassy surfaces, we know from state highway that crews have been out overnight pretreating the roads in advance of any of this precipitation that we were getting. and they're urging drivers to proceed there morning commute and head out on the roads with caution. but right now, things are looking good. just wetness on the roads. some accumulation on the grassy surfaces. back to you in the studio.

delia goncalves is live at the scene. do we know the victim's name yet, delia? >> reporter: we don't. we just learned actually that police do have his name but are not releasing his name till next of kin are notified. police still investigating. this murder occurred shortly after 1:30. they responded to the scene at jefferson and 8th streets north west just north of petworth. we're told the adult male victim when police arrived had already succumbed to his gunshot wound found dead inside his car. we're hearing from the fourth district commander the victim was found shot inside that car and the car was here for some time on the scene. it was stopped in the intersection of 8th and jefferson with both of its back doors open. police spending lots of time taking a look at that car, gathering evidence and we're told they will be here for some time when the daybreak -- at daybreak and continuing to look for evidence and a suspect. but at this point there's no lookout or description of that suspect. back to you in the studio. >> delia in northwest this morning. >>> targ

do they know how many more, delia? >> reporter: they don't know. they do describe the suspects as working together in a group. so we know there are a good number of them and we just have three people that prince george's county police have arrested so far behind bars this morning facing first and second-degree murder. the youngest a 16-year-old boy. he is going to be charged as an adult in this case. take a look at these pictures. police want to know if you know these mental. maybe their associates, -- men. maybe their associations. 23-year-old jovani cruz, 18- year-old jeyson lazo-argueta and ronaldo pena-lopez, all facing murder in the death of jamal clarke. this happened wednesday night in riverdale. police say the victim was part of a group that got into a fight with the suspects and their friend. so police at this point in the investigation believe they have the first of -- the first three of several suspects that they are looking for. they want the community to take a close look at those pictures and recall if they know these young men, if th

delia, what are you seeing? >> we're on woodburn road and we are seeing a lot of neighbors and hospital employees kind of gathering, trying to figure out what is happening here. we have been hearing from authorities that they are looking for that prisoner who took off with a guard's gun. you can see heavy police presence as nikki has been reporting and they, of course, are looking for this man who took off with the guard's gun. he has no shoes on, wearing only a blue hospital gown. he was transported from the jail, arriving here at the hospital and took off shortly after 3:00 a.m. and this hospital has been on lockdown ever since. we are hearing from sources within the hospital that everyone is safe. as you can see, there's a whole line of employees here. look at this. cars lined up on this road trying to get inside. employees who did not hear word of this lockdown situation are trying to get into work, pulling over, coming here, talking to a lot of us to get information in regards to what is happening. we talke

delia goncalves is live outside that station with more on this. delia?>> reporter: normal service has resumed and commuters are heading down into the metro station here at potomac avenue beginning their commute into work. really the only sign that you will see of the investigation last night, just some yellow tape in a trash can. the investigation on scene wrapped up by police. still trying to figure out exactly what went wrong. let's take a look at this video of the scene when our crew arrived just before 9:00 last night. officials tell us they spotted a man in an unauthorized area in the metro. he was on the track inside the tunnel between this station potomac avenue and the next stop stadium armory. now, transit police, an officer, confronted him and then the officer shot and killed him. we don't know what transpired, what was said and what led to the officer firing her gun, but we did talk to dan stessel, the metro spokesperson last night. >> this is clearly, you know, not a public area. it's actually in the tunnel in between the two stations. >> rep

delia goncalves is here with the story.e ended up with a bloody face. >> reporter: that's where the controversy lies. a student getting busted for trying to get into a club with a fake i.d. not a big deal at all. it's what happened during the arrest and what was caught on camera that sparked the outrage and investigation. fellow students captured the arrest by alcohol beverage control officers early wednesday morning. martese johnson was slammed to the ground, his face bloodied. he needed ten stitches in his head. witnesses say the ten-year-old honor student was pleading for mercy and that officers were the aggressors but police say johnson was, quote,age stated and beridge rant. more -- beligerant. more than a thousand students held a vij jill r jill on campus -- held a vigil on campus last night. a teary eyed johnson attended including school leaders. >> this is an outpouring of our community. this is a community where they care about one another and they care about what happened to one of our students in the early hours

delia goncalves joins us live with more. >> reporter: an investigation and governor terry ak all live just -- mcauliffe just signed an executive order calling for more oversight and training of those officers. the arrest sparked protest and outrage by racial profiling and police brutality. officers say he was beligerant and agitated during last week's incident but the bouncer who denied the 20-year-old's entry into a local bar says he was polite and well mannered. all abc officers must undergo diversity training by september 1. it gives local and college police more oversight over the officers. >> martese is a member of the uva honor committee and has no criminal record whatsoever. martese has worked hard to ensure his bright future and we intend to fight the criminal charges against him with the utmost vigor. >> reporter: according to the school's newspaper the cavalier i checked out early this morning, the uva student council thinks the executive orders don't go far enough. coming up at 6:30, i'll have more on their effort to crack down on abc police. back to you. >> delia, thank yo

delia? >> reporter: good morning, debra, mike. still a lot of unanswered questions at this hour in regards to this deadly crash mainly because we have since learned the dashboard camera in the officer's 2006 cruiser was not working but we can tell you police do have another piece of video they're hoping will help answer some of the questions. let's take a look. a white passenger bus, the officer's cruiser and then a dark minivan were all captured on a red light camera as they pass through greenbelt at mandan roads 3:00 a.m. saturday. police are looking for those descrieferls of the two vehicles. officer brennan rabain was off- duty, turned on lights and sirens and came on duty as he tried to pull a speeding car over. he lost control of his cruiser in the the next mile and a half after that intersection. the 26-year-old died instantly. his girlfriend who was in the front passenger seat survived the crash. >> there was a lady inside the car. i came out. >> the closest thing we could get from her was a vehicle was at a high rate of s

delia goncalves is live in the satellite center who is also a parent. good morning. >> reporter: it is a very strong issue and an important issue for a lot of us to really get our hands around and try to figure out if this is actually going to benefit our children. a lot of parents don't think so they think the tests are setting kids up to fail and maryland lawmakers believe so as well. they think the tests are just redundant, kids are tested way too much and they're stressed out in school. but maryland is not alone. we've seen a number of protests around the country and students are even opting out. you can say these kids did in new mexico. they walked out of the testing room in their high school in new mexico. there have been a number of protests by students, parents and teachers saying the tests which takes an average of eight hours over several days takes away from classroom instruction. the broad questions on the new test are meant to challenge students to think critically but opponents say these tests are simply confusing. they set up kids to fail

do we know that, delia? >> many people may not be aware of these jumpouts but these protesters with the d.c. ferguson movement say they are happening all the time, especially in black communities to young black men. even old men. they say they have spent time recording testimony from a number of people who say they've been victimized by it. and so the chief of course at odds with a lot of these claims saying that crease tactics are not being used but the d.c. ferguson protesters say they in fact are being used and show racial bias. let's describe jumpouts for you. they are a police sweep used by officers in unmarked cars. police chief cathy lanier says jumpouts were once used in the district but they have not been used in about 15 years. they were only used in high risk arrests helping to eliminate the district's open air drug market in the '80s, '90s and early 2,000. the chief calls the current existence of jumpout squads as, quote, fantasy but protesters say it is real and it's still happening here in d.c.
