that is not likely be tack -- the tack that house democrats will take. ey see a lot of risk and exposure. you can look at things like prescription drugs, something where the white house and house might be able to gang up on drug companies. you see a potential unknown there. wheree other policies house democrats can drag in corporate executives to make points that have to do with corruption and lobbying. regulatorythe rollbacks that have happened on financial services or energy and environmental areas? looking through the lens of companies as opposed to the ministration or the president. also, when you look at house democrats's legislative agenda, -- there are democrats that say we want to legislate. if you look at campaign finance ofters, that is at the heart some of these investigations of michael cohen. it is a campaign-finance issue. that is something that gives the public -- the public already thinks the political money system is broken and corrupt if you look at polling. this is bringing it to the forefront. ause democrats put forth legislative packa

house and senate, will affect governing. be simplisticght to say, this would be the democrats response to the house freedom caucus amongst house republicans. you have seen how, already, this new breed of lawmakers has pushed the existing -- the current democratic leadership when it comes to environmental policies. we are seeing a fight brewing over immigration and the border wall when the new lawmakers are saying why are we even considering giving trump a sentcent of funding -- a cent of funding? forwill see that tension the next two years and it will be really interesting to see how schumer deals with, particularly as 37,000 people among his caucus run for president or consider running for president. also, nancy pelosi, if she does become the speaker again, how she deals with that dynamic in her caucus. us a really great overview of some of the things we will be talking about in this space is so i will come back every now and then and touch on what our speakers say. kind of a to paint negative picture here about anything getting done in the next couple of years. what do you think? >> i think she is largely right. you know, i

and if house democrats put forth, you know, a legislative package that includes a big overhaul of the campaign finance system, then that's a way for house democrats, whether whethe liberal or more moderate to say we're looking to clean up the system, we're not just attacking the white house and the president. we're putting forth legislative proposals, that if enacted one day, could make the system cleaner and make legislation work more for ordinary americans. that's going to put the pressure on these senate democrats who are up for reelection in 2020, ben, as you said, and the senate majority leader mitch mcconnell is a fan of deregulation of campaign finance. this is not something he's going to be on board with, but he's going to have a lot of pressure. there are certain things that people even in his own party might start to call for, including there are already bipartisan proposals to overhaul the registration act, something that's involved in the special counsel probe. these are all ways to keep the issues in the conversation without directly investigating or attacking the adminis

is that they have term limits in the republican house and democrats do not. that's why you have seen chairmen on the house republican side cycle through pretty quickly. i have been covering this place for like -- i don't know -- six or eight years or so. but you have seen people cycle through pretty quickly. that's actually why a lot of republicans -- that's why at least several republicans retired, because they were term limited out of their chairman tigs positions. if you don't have aspirations for a leadership role higher than that there is nothing more that you can do is have a dharmanship of a powerful committee. i think that's why i think you are having term limit discussion doubling up among the democratic caucus. i think nancy pelosi has to openly entertain it despite the backlash from the congressional black caucus because she is struggling to lock down the 218 votes she needs to become speaker again. >> so whether all that comes to fruition, i think we will have to see. obviously, people who have felt that they have paid their dues and done their tim

i think maybe more likely than the house democrats working with the president, maybe the house democratsng some common ground with republicans in the senate in some areas. that may be a potential if they can overwrite a veto. a big may. talked about nafta last time and i thought they address this a bit more before the end of the session with paul ryan. with the shutdown coming up, the did not happen. nafta and china are up here, but the first quarter as people get their taxes into the government, they are going to see the tax cuts are actually better than they thought they were. everybody thought they were going to be terrible but they will see the real numbers and that will be a positive going forward. unemployment is low. record christmas spending for retail, see of some great opportunity for the markets to come around, but they are going to want certainty. is uncertainty, they sell and waited out. jason: republican strategist e. and democratic strategist, jeanne zinke. we will see if we can hang on to those gains as we get through a friday trading session. this is bloomberg. ♪ ♪ jason

they support pre-existing conditions but it depends on what comes out of the democratic house. host: is there one particular idea that can pass the democratic house and the republican senate and be signed by the president that would resolve these problems we are seeing? really -- i think that would be a challenge. i think getting the parties to agree on health care is a tall task. if there was some way that weryone could say, yes, support people with pre-existing conditions and we want to protect people who have existing conditions, that may be a policy but it depends on what the policy looks like. so far there has not really been anything put forward that everybody can support. i think i would be surprised if we don't have more partisan wrangling. guest: is there anything else you want to add about this ruling and health care we have not talked about yet? guest: i feel like we have touched on it a lot. this ruling just came out last night so there is a lot still to be determined, a lot to digest. the important thing is to realize this ruling -- the law is still the law. if you

and with democrats in control of the house, they say expect more oversight of the trump administrationg me with a look ahead are analysts michael steel, a republican, and doug thornell, a democrat. it's nice to have you guys back. all right. let's begin with the big picture, 35,000 foot view. what do you think will be the biggest changes with democrats now in the majority in the house? why don't we start with you? doug: well, there's going to be real oversight of this administration. i think that, you know, under the republican majority, they basically let a lot of malfeasance on the right, within the administration go. i think we're going to have a real solid look at what did happen in russia. obviously what happens after mueller is going to be really important. i think on kitchen table issues and that's what democrats ran on and that's what they want on -- won on. they won on health care, they won on prescription drugs, they won on the economy. and i think that they're going to -- that's going to be really what they push. i think over the first six months that you're going to see som

's unclear what he's going to get. >> two things, first of all, to what manu said. republicans have a hard loss because democrats take control january 3rd. for any additional border security money when you're able to hold one chamber of congress in literally hours? the fact that the president wouldn't take some kind of deal and call it a victory. to watch mcconnell's body language and his language on the senate floor was telling. and walking around the capitol friday he is plainly frustrated with the president. you can see him do this one on one -- not even one on one but remedial science, explaining how a bill becomes a law. when he does that, he's speaking to one person on the floor, talking to the president over doing that. he's simmering over this, because his members have had to stay here, fly back. it's very frustrating. >> part of what's going on here is the increasing isolation of the president, which i'm sure we'll talk about more on the show as we go on. the problem is everyb

that doesn't mean democrats are not strategizing. what the white house said is not wrong. they have not moved off of initial positions. $1.3 billion in border security. it could be fencing or repairs along the border. what i'm told is democrats are mulling three options and may send multiple to the senate after they are sworn in. one would be a repeat and the senate passed a stop gap bill that would reopen the government. more than 25% is currently shut. another is maintaining the funding through the end of september. there is also an idea being kicked around about separating the homeland secured department appropriations bill where the ball would be located from the other six outstanding bills, packaging those together and sending them over in the short-term for the homeland security bill. thoser the options they are answering. senate majority mitch mcconnell was burn and wary about moving on anything. the president made clear he is not going to sign off on what house democrats are considering. that is why the stalemate is not a days or a weeks thing, but could be longer t

right now, there have been no talks, no negotiations of any kind between the democrats and the white house. those are the players here, let's be honest. you have republicans controlling the chambers sitting on their hands, waiting to see what, if anything can be worked out between the democrats and the white house. the ball is not moving. you have the plans pop up and be dismissed over the last couple days, including lindsey graham who floated the idea of pairing off the wall with expectations for dreamers. here is how he described the president with that yesterday at the white house. >> the president didn't commit, but i think he's very open minded. i know there's democrats out there who would be willing to provide money for wall border security if we could deal with the daca population. >> the first line out of lindsey graham's mouth is the president didn't commit. democrats feel like no one can speak for the president except the president. this episode with john kelly underscores that. until he committed to something he is willing to sign and get on board with, democrats don't trust him

house democrats prepare to take control. they're seeking lawyers and staffers for multiple investigations into the trump administration. what are they targeting? >>> closing in. just a week after president trump blindsided u.s. allies by announcing he's pulling troops out of syria, there are indications syrian forces are closing in on a key city. as u.s. credibility and the fight against isis is eroded beyond repair. >>> and defectors hacked. hundreds who escaped from kim jong-un's regime are being targeted by north korean hackers. are their lives as well as their personal information at risk? i'm jim acosta, and you're in "the situation room." >>> tonight, as the government shutdown heads into its second week, president trump has cancelled plans for a new year's get-away in florida and is hunkered down at the white house. throughout the day, he sent a series of threats via twitter, including threats to close the entire border with mexico and cut off aid to central-american countries. meanwhile, top members of the trump team

might be enough in a democratic house, but they don't think it will trigger the bipartisan support forchment in the house that could trigger very serious action over in the senate for the president, anderson. >> also continuing to say no collusion whatsoever. >> that's right. just a very important caveat in all of this, when we talk to sources over here who say the president is concerned about impeachment, they are basing all these comments on what they think they know right now. so some of this is wishful thinking. so when the president goes out and repeats these talking points, no collusion and so on, that is based on essentially redacted documents coming from the special counsel's office, some of which we saw friday night. so at this point i think a lot of this goes back to what donald rumsfeld back during the bush administration, there are no knowns and no unknowns, and at this point people inside the white house recognize they just don't know what robert mueller is going to do and they can base what they think going to happen at this point on what they understand to be the case. b

democrats would have control of the house, republicans maintain control of the senate. do you then see democratic control offering a renewed path? >> no, i think we're going to get less. to the extent you want more border security, you will have less, and jerry can speak to this more than i can, but i think the democratic bill out of the house that the senate will then take up will be less than the 100 to 0 senate vote that was had, or at least no better in terms of border security, which is why the freedom caucus and the president going this route makes zero political sense and zero legislative sense. >> jerry connelly, the democratic perspective, do you agree first of all with your colleague or do you see a path between now and that transfer of power for the government to reopen? >> i sadly believe that the government will not deal with reopening until the democrats take over the majority january 3rd. i believe one of the first orders of business of the new democratic house will be to pass a clean copying resolution to fund the government. >> it seems the issue here, y

particularly the fact that democrats won the house of representatives. it was an extraordinary exchange in the oval office. the president decided to bring the cameras in to try and if not put democrats on the spot, to try and frame the debate. they did not blink at all, at least in that session. there is a sense that washington is moving closer to a shutdown than people thought earlier in the week. of course we have seep this -- seen this movie before, of course it's been averted before. no question the president doubling down on the border wall and saying that he would, in fact, own a shutdown. many republicans aren't nearly as confident in owning that like he is. there is a week to go in this debate. we got a sense here at the white house and, indeed, across town here of what divided government will look like in washington. we saw the president challenged for the first time on his facts and his substance and his ideas inside that oval office. something he has rarely experienced from republicans and certainly members of his staff. perhaps a window, an ug

that is you will have a democratic house with democratic chair men and impeachment designed to deal with legal misdeeds and entirely a political judgment. democrats have to decide once mueller issues a report whether or not they believe the offenses, if there are any, are impeachable and whether or not they believe it is politically feasible and politically advantageous for them to go about impeaching the president. all of these have different scales and different levels of what the answer is. it's not cut and dry. >> so hillary, former chief of staff rahm emmanuel said it wouldn't be advisable if the first order of business for a control controlled house would be impeachment proceedings. what do you think about whether it should be the first order of business or if it should come after mueller's report? >> i think we heard nancy pelosi and carrie nadler, the two people say that that is not the first order of business, but that inquiries into behavior are. i think it's worth stepping back for a minute. there have been debates about the implications of the mueller report, but it's worth s

extend that funding for the department of homeland security into next year, when democrats take full control of the house, no the a dime of that money is ever going to go towards building a wall. so democrats feel like they can hold the line here. they've not been offered anything by this president in exchange for their votes. remember, once upon a time, there were a lot of discussions about wall funding for a deal on daca, on the dreamers. that's not even on the table at this point. so democrats feel comfortable holding the line here, knowing they've boxed the president in. frankly, he's boxed himself in by promising over and over and over and over again that mexico would pay for the wall and by saying in this meeting that he would be willing to own that shutdown. that politically lifts all of this off the democrats' hands. at least while republicans still control both houses of congress, they can sit back and see what republican leaders can come up with and whether they can put any pressure on the president. i can tell you, mitch mcconnell, paul ryan, and their members don't want to be here through the
