indeed, one was president in 19 '88 of the cook county democratic party, and ran as an independent against a party. this is how much revolt that was going on. and over-the-counter words that went in. here it looks like what president obama is going through with republicans today. i didn't think about that until now. and so he had a hard road to hoe in sort of navigating against the garment but he did not ever let up on issues regarding the need to challenge racism when it occurred, and also racial inequality in that city. >> but he did lament the fact as you mentioned at the end of his campaign that for all the work he did and for all the trying, that coalition, particularly with lights, was miniscule. he hoped it would be much more broad-based? >> i picked up the story i could from david axelrod. i didn't interview him, but in an interview he had done some newspaper story, he talked about working with mayor washington and how he and others were so excited in 1988. when they got 20% of the white vote, right? harold washington, you know, most people, most white people identifying in the cit

the problem is the way the democratic party deals with these interests once the claims a r made. does the party do? the argument of the book is rather than trying to develop a national program it caters to individual groups. >> woodruff: how did that happen? why didn't it come up with a more national approach? >> my argument is it gets back to the urban political machines. the earliest generation of progressives, the earliest liberals in this country were very much anti-machine, woodrow wilson and franklin roosevelt was instrumental in destroying tammany hall. but what happened was they imported the tammany motto into washington, d.c. and their approach was "what do you want to vote for us? we'll deliver that to you." so what's happened over the years is that groups have made arrangements, private arrangements, with the democratic party and the deal is we'll vote for you on election day and when you get into washington you provide with us benefits. >> woodruff: some people reading your theory would say well, how is that different from the groups behind the republican party? chris

also, the democratic party makes this available to all of its candidates. everyone from state senators to presidents can come in here, access the same data, which makes a powerful because i often hear me term elections, democrats are generating data on the electorate that presidential campaigns can use later on. the second part of what dean did is bring on an internet director that built and helped to refine and online organizing platform for the democratic party. this is called partybuilder. i told you about how blue state digital rebuild the dean tools. this was version 2.0 of the dean tools. you can see the similar organizing features. people can create events. a new feature is that people can create groups -- african- americans for the democratic party, etc. online fund raising, petitions, blogs. this was a platform that supporters of the democratic party could use in 2006 during midterm elections. it was this system that became mybarackobama.com during the 2008 presidential election. let me say a quick note about this. what is so important about this --

so the democratic party lacked the national database well into 2004, 2005. now the story of the party's national voter data base is very complicated and i would need an entire chapter to tell the history in the book. but on a broader level, essentially think of before he built this national database essentially every one of the state democratic party said this colin in database. cities in july you have 50 different systems that were implemented around the country. the data wasn't standardized. every state party had a different set of data that they might collect and they would have different formats that they were collecting it and and files were often incompatible and was sent for a presidential campaign that you often had to learn a number of different systems. 13, 14, 15 different systems in the course of the battleground states in the general election you can remember the night for the pay campaign where you had to learn 20, 30 different systems etc.. the other challenges that presidential campaigns in the party itself you could never in query the entire
