they have to be working with a democratic senate. and there is a lot of pressure from back home. it's not simply democratic constituencies that lose out on a government shutdown. there is military spending is a real issue. a lot of these programs help in red states. this is something i don't think most republicans want. again, a small group of members who are ok with it. and are willing to allow it to shut down. most republicans, i think, realize politically it's a bad look for them. it's never worked out for republicans politically when they shut the government down. guest: there is an idea -- host: there is an idea out there to extend the powers of speaker pro tempore mchenry to allow business until they figure out who will be speaker. how easy is that? guest: it's straightforward. the house basically sets the rules. and there is precedent for this. i wouldn't be surprised, actually as this drags on, scalise is now out. jordan will have a lot of problems getting support. that congress and house republicans need to look around and do what congress loves to do, which is not actual

joining me now, west virginia democratic senator joe manchin. welcome back to fox news sunday. great to be with you, shannon. all right. let's start with those big stories there. first. your thoughts on the loss of senator feinstein. such a such a beautiful person. it really was. and i felt i was embarrassed by some of our colleagues, was asking her, you know, maybe a month or 2 or 3 ago that she should step aside and this and that. there's another person who served more honorably than dianne feinstein. there's not a person that basically tried to bring people together. then dianne feinstein, i was there. i was i had about 12 or 13 years with her. and i could not have had a better role model. you know, we might not have agreed. and our politics might have been different. but she was so compassionate, she was understanding. she says, i know you can't get there, joe. and i said, dianne, i can maybe meet you half way. i can't go all the way. and we would find a way to move and that's really what it's about. how do you find a way to serve the people of this great country and also th

joining me now to discuss is democratic senator bob casey of pennsylvania. welcome, senator. to see you. let's start with your reaction to this continuing resolution. what do you think is right and where is the room for improvement? >> thank you for having me on. number one, we are able to stop the draconian cuts that house republicans want to impose upon the country. you consider what they would do, not just enjoying the government but the way they voted today before the terrible cut, 30% voted -- cutting heads, cutting meals on wheels, cutting childcare, everything you can think of it that the federal government and invest in when it comes into families and communities they want to cut. we stop that from happening. we were able because a democratic leadership to make sure we were acting like responsible adults. i'm not sure the house republican leaders were demonstrating that at all. thirdly, we made it very clear that even though they, the only reason there is no ukraine money in this, this continuing resolution is because republicans blocked it. we have to start on monday

senate rings a bell over it where you can see real bipartisanship. that would be something that we have to deal with on the house side. i think you can see republicans and democratse. they agree that it's a national security issue. that puts pressure on the new speaker to stand up and show that he's not playing politics with this. i firmly -- i don't have any insurance if we separate them. we need to ask the speaker if he's going to vote for, is a republican going to vote for ukraine? it's going to put it on the floor? is he going to play politics with it? i'm not going to let them off the hook. we have to make sure that for national security purposes and for our allies that we are all looking. the world is looking at what we do. if they see that we are only going to give money and support israel and not ukraine, that brings great questions to our friends in nato. this is a real serious deal. this is not just something that he's playing with. it is our nato allies which or watching us and our friends in the south pacific. that is why the president put all three of those things in one bill so they all know that the united states stands with them because of the val
