general martin dempsey said that has to change, there is an imperative greater need for the fuel and martin dempsey hosted an energy roundtable where you guys all participated to focus the department's attention on this issue. what are some of the concrete steps that have been taken over the past couple of years to change the energy and how the department thinks about energy? >> i think the first thing has been a recognition that it is critical to our ability to fight wars effectively, to be more energy efficient, so the change in the culture has been fundamental and that's really, i think, been driven largely by the recognition that the most -- we are at our most vulnerable when we are transporting fuel to the tactical edge and convoys traveling through the mountains of pakistan are very vulnerable and we're losing lives trying to get that fuel to forward operating bases. so trying to make ourselves more efficient, reduce our demand for fuel in theater. but that realization is extended to our installations which i oversee. we consume $4 billion worth of electricity on our permanent

we have hillary clinton today really reading the riot act with david petraeus, with general democr dempseyling the pakistanis they have to deal with that haqqani threat. is that going to do good? >> we heard the president say he would also like to do in afghanistan what is happening in iraq, namely a serious drawdown of drooptroops and ending that that will not happen without pakistan's cooperation. we went to pakistan showing the need to cooperate on the haqqanis. the reason why the secretary of state has had the long meetings with the pakistanis last night and this morning is because there's a serious discussion for the first time, after several months of not talking to the pakistanis at all, about how should the two countries move forward? in other words, the united states wants the haqqanis along with other taliban leaders to come to the table. they want to see how pakistan can help. they also want pakistan to confront those elements of the taliban that are technically irreconcilable. there are some differences in pakistani views on thousand do this and how the americans wanted to see

taped our interview on wednesday before he handed over his office to his successor, general martin dempsey. this was mullen's last interview in office. admiral, thank you for joining us. >> it's good to be with you, fareed. >> let's start with the biggest news, the emphant in the room, shall we say. last week you described the haqqani network as a veritable arm of the pakistani military. now for our viewers to understand, the haqqani network is the most deadly terrorist group in pakistan that operates across the border in afghanistan. sometimes in pakistan, kills afghans, kills americans, kills westerners. you have a very long relationship with pakistan. you have been engaged with this country. you've traveled there -- i saw an account, 27 times. you met with your counterpart dozens of times. what made you go public? >> there's been a recent significant series of events from the bombing of the intercontinental earlier this year to the truck bomb that wounded 77 americans, to the september 13 attack on the american embassy in kabul. and i -- in this campaign, in the war in afghanistan, you

the new director of the c.i.a., david petraeus; and the new joint chiefs chairman, general martin dempsey. she conceded relations had hit a dangerous lowpoint. >> we have seen distrust harden into resentment and public recrimination. we have seen common interest give way to mutual suspicion. >> reporter: despite the tough talk, her trip was designed to stabilize the relationship as well says former state department advisor vali nasr. >> i think the obama administration understands that the relationship with pakistan spiraling out of control will jeopardize their ability to leave afghanistan. >> reporter: several incidents this year have made a hard road even rockier. the january killing of two pakistani men by a c.i.a. contractor, raymond davis. the u.s. mission to find and kill osama bin laden in may undertaken without informing pakistan. and a spate of bloody attacks on u.s. soldiers, on an international hotel kabul and on the u.s. embassy and nato compound there that american officials believe were the work of the pakistan-backed haqqani network. late last month, the outgoing chairman

very incense, frank, candid, open discussion between the high level delegation i led, with general dempsey, director petraeus, and others. and our counterparts on the pakistani side. and we stressed two points. number one, we both have to work to eliminate the threats from safe havens. we, on the afghan side, and we're upping the tempo of our efforts, and the pakistanis on their side. and secondly, that we have to stand behind a reconciliation and peace process led by the afghans. it's very important to stress that pakistan, afghanistan, and americans are already facing consequences from the attacks that cross borders and kill innocent people. but the consequences could become even more dire if we do not redouble our efforts to try to increase our security cooperation. we've done it in the past by focusing on al qaeda. and i'm very appreciative of the cooperation that has been given to us by the pakistanis. now we have to bring the same high level security cooperation on these terrorist networks in order to remove them as a threat. >> final question, secretary clinton, when you ran for pre
