general dempsey on this issue of delay provided two important insights. first, in response to a question asking for his military assessment, what is more effective in delaying or stopping iranian nuclear program at this time or in the near future a military strike or this p-5 plus 1 agreement he said first, i would like to point out that the military options remain. secondly, i think a negotiated settlement provides a more durable and reduces near-term risk which buys time to work with regional partners to address the other maligned activities. he also said our government's policy has been they will not get a nuclear weapon and nothing we're talking about today should change that policy. this agreement does not change that long-standing and clearly articulated u.s. policy. i also agree with the assessment of former senators john warner and carl levin who served terms as chairman of the armed services committee that a vote against this deal is a vote to undermine the credibility of our military option. closer examination of the military option raises the c

and so i was so worried about it that a week before the agreement, i asked chairman dempsey in the armed services committee on july 7, i asked him about the reports that these resolutions may be lifted on arms and missiles. and he told me, under no circumstances should we relieve pressure on iran relative to ballistic missile capability and arms trafficking. and that's exactly what happened in this agreement. and, in fact, the chairman came back to our committee after the agreement was signed to testify about the agreement and i asked him again about including this in the agreement, and he told me it was against his military advice to lift the arms resolution and to lift the missile resolution. so as i look about -- look at the grave concerns we should have for our national security, this is one of the top concerns. an insufficient inspection regime, legitimizing their ability to have icbm capability, allowing them in five years to legitimately have more arms when we already know they're supplying arms and cash around the world to their terrorist proxies. this agreement, of course, gives

that's what chairman dempsey and chairman dunford said. exactly the same thing. so there's clearly a disconnect between your view and that of our outgoing and incoming chairman of the joint chiefs of staff. really in your view, everything should remain as it is. for example, do you think we should have a no-fly zone in syria? general austin: that's a policy decision. senator mccain: would you recommend a no-fly zone in syria? general austin: i would not recommend it at this point, sir. senator mccain: not at this point. four years later. would you recommend setting up a buffer zone in syria where hese refugees might come and be protected from the attacks and slaughter of bashar assad? general austin: it would take a ground support to support the refugees. senator mccain: would you support a buffer zone which would protect these people who are being barrel bombed and slaughtered by bashar assad? general austin: i would not recommend it at this point in time. senator mccain: we won't be able to shoot down bashar assad's aircraft as they barrel bomb and slaughter in

i understand that dempsey is frustrating. democracy in the united states is certainly imperfect. at times it can be dysfunctional, but democrat, the constant struggle to extend rights to more of our people to, give more people a voice is what has allowed us to become the most powerful nation in the world. in july of this year before the senate armed services committee, general dempsey, the chairman of the joint chiefs of staff said under no circumstances should we relieve pressure on iran relative to ballistic missile capabilities. and then earlier this year, the director of national intelligence said we judge that tehran would choose ballistic missiles as its preferred method of delivering nuclear weapons. iran's ballistic missiles are inherently capable of delivering weapons of mass destruction. so from the point of view of protecting the people of the united states, the burden of which falls on those men and women out there in ships today and in airplanes and our wonderful ground forces, let me ask you to confirm or not what general dempsey has posed to us. are these circumstances that we are relieving pressure on iran relative to ballistic missile capabilities? >> i believe that the chairman of the joint chiefs, as well as the secretary of defense were correct. and i believe it was a blunder. it was a blunder in the final hours of negotiation. and i would maybe credit this to the z
