expectation that you would always have the majority of the majority, so called hastert rule which denny hastert says he never created. the understanding was that you would have to get the majority of the majority. in the last several years it was hard to do. when boehner moved forward without the majority of the majority it strengthened his hand rather than him falling through the ice which was the fear. so i guess the sense that we have is that now the folks who want to get stuff done are getting pissed off. which is what it's going to take. it's going to require the basic rank and file members of the house and senate to say i'm not willing -- this is not why i came here. one senator described his job to me as being a glorified telemarketer who occasionally gets to vote for an assistant secretary of education. they're furious. this is not what they wanted to be doing. and that's going to have to start -- you see these gangs forming, these sort of bipartisan legislative gangs. that's going to have to become part of the culture of the actual committees. and you're starting to see the polls start
