we recommend the fire department and dhr work together to review the department staffing needs and insure that the classification adequately reflect the needs that they have in the department and make any necessary changes. >> in the area of promotions, the fire department, we made a few recommendations in our audit. the first is regarding the test development process. specifically the development of the answer key. the current practice that the department of human resources utilizes and has utilized for many years now is to create the answer keys to the test concurrently with the administration of the test. so that means that the test is developed, applicants are recruited to take the exam, but the answer key for the exam aren't developed until they're sitting and taking the test. we believe this prevents the department from identifying any problems in advance with the test instrument. we believe that goes against standard practices for ensuring liability of the test instrument and we recommend that the department of human resources review this process and identify any opportunities to i

, most departments do not look like our department. and we should all be proud of that. i'm proud of the fact that i never considered a career in the fire service growing up. i was always fascinated by the red engines and trucks that road by, but no one looked like me. now, our greatest recruitment tool is our own members so we rely on them. could it be enhanced if we had a specific recruitment unit on or around the time we're recruiting, yes. we did have that. i used to be a recruiter and there was time coming that was provided. we had a recruitment staff that was a budget. we don't are that anymore. i'll hope that you'll consider the recommendations that the auditors make because it comes down to dollars and cents. we're starting to see more of a shift and it makes sense to evaluate that. we have seen a shrinkage in civilian and uniform staff. we have been hampered and it has talked about in the audit, we agree. we used to have strategic planning and research unit. all of that has gone a wau because we had to make changes because of

susan parks, planning department staff. the items before you today are 11 mills act historical property contracts. four of those were submitted to the planning department on may 1st of this year and 7 were submitted on september 3rd of this year. as a reminder, in october 2012, the board of supervisors passed amendments which were authored by supervisor wiener to the mills act legislation. these revisions made the application process quicker, cheaper and more predictable. as part of the landmark designation for the do you duboce park designation, september 3rd mills act deadline was established. each property before you today has been locally designated under article 10 or 11 as either individually significant or contributor to a district. 7 properties are contributors to the duboce landmark under article 10 of the planning code. two properties are individual city landmarks also designated under article 10 of the planning code. and one property is individually designated as a category 2 building under article 11 of the plan

the data sharing is between the police department, the department of public health as well as municipal transportation agency and we're still in full roll out of that as well. mta has full access to the department. hph is getting on board with that and some issues there. we're hoping by the end of the quarter they have full access to all of the data that is now going in almost on a 30-60 day turn around opposed to a reliance on the state wide integrated traffic system which in some cases had a turn around time of 18 to 24 months of traffic data. here are the citation totals and as the chief pointed out we had a decrease in traffic citations issued and we issued the amount here on the slide and breaks it down into districts and identifies the first five categories are the focus on the five, the speeding the stop sign and failure to yield when turning or u-turn. another category we think is important to capture in terms of enforcement is the enforcement of cell phone laws. as you can see the officers have written over 4600 citations for cell phones. as the annual month for distracted driv

commissioners i'm katie i'm the departments director of finance. i'm here this afternoon with the first of 3 presentations regarding the departments budget for fiscal years 2014, 15 and 15, 16. in the interest of time i'll try to stick to the highlight of the presentation here today. so starting with the two year's budget outlook from the budget instructions they provided to the department. i want to take a moment to say the numbers on the slide are a little bit different than those in the packet. i have better information now. so the mayor's office is currently promising a $170 million deficit and a one hundred 18 point plus deficit. i want to point out that the size of the quest the mayor's office has projected is slinking. i think that's a item number testament to the economic groektd growth that san francisco is enjoying but it's a result of the discipline of a two year process that has instilled amongst those of us who do budget for a living. it's really good news. last year the mayor's office thought would he do is a deficit of 2 hundred and
