the department has peer support privilege. the police department has one. if there are any changes to it, it's minor changes to make it more look like the police department. all peer support privilege says, if you say something to your peer support manager, that cannot be used against you in disciplinary hearings. i believe that currently already exist. it it doesn't and you want to consider the peer support privilege as a separate item, i'm happy to do that. i'll strike the whole thing now. i think it is my core belief that this resolution has been before this commission for almost three months now. when it was originally introduced. little over two months ago. there has been time to consider it. i know it's a lot of information. it really isn't anything more than telling the chief to find the perfect solution. bring it back to us so we can do budgetary planning around it in the coming years. >> president cleaveland: none of us disagrees with your intent and importance of having a restructured peer support service unit for the department. this a very compl

we're talking to the department about it. we've gathered best practice research, but our recommendation is that this commission move forward with having a small stakeholder group that can really formulate what does the use of force or the serious incident review board like like? what are the components? what does that department general order look like so there's a working group that can pull together that -- that d.g.o., present it to this commission. but i would also recommend, and our recommendation is that there be site visits. when we embarked on c.i.t. back in 2010, it was a huge move forward, and part of the process was to have a working group. we did site visits, we look the at lapd, we looked at memphis, and it was an opportunity to get from subject matter experts an opportunity to see what's different, what could be applied to san francisco, so that's part of our recommendation. so that's our number one recommendation, and i don't know if it makes sense to talk about each one and take questions and then move through

, the broadcast board of governors, public affairs department of the department of defense, the relevant entities. if that meets on a regular basis to discuss emerging policies, also has the opportunity to provide input on the deliberative process for the white house as big foreign-policy decisions are made. i don't care what we call the agency. i certainly don't think we should call it the office of strategic narratives, as was recently proposed, but i think we need something at that level to help coordinate this effort. until we have something at that level, it will be difficult to start telling a cohesive story about america's national interests and foreign policies that will resonate with foreign audiences. i mention all that because we can ask quite a bit of individual bureaus at the state department, quite a bit of individual services at the broadcasting board of governors, to make sure the content is resonating with audiences, to make sure they understand the markets they are operating in. but until we have a coordinated strategy, where at the top level we are all shooting for the

i want you to know the leadership of this department, the current leadership of this department stands united with you in remembrance and respect of the human toll that these events took on our embassy communities. of course, that includes other government agencies beyond the department of state some of whom are represented here, usaid, or military colleagues, etc., commerce department, foreign commercial service, i previously served of the commerce -- at the commerce department. and innocent bystanders all of whom were affected by the devastating attacks on the day. i spent time earlier this morning with some of you , speaking to the survivors and the family members of those who perished. many of us, i included millions of americans, will never understand the ultimate sacrifice made 20 years ago by those who perished in the attacks. it's just a fact of life. the pace of life in modern america, trying to remember what happened 20 years ago, i remember, but it's difficult i think for most americans thinking about something that happened 20 years ago and it seems like an ancient memory.

at the state department, and second, the only commission at the state department that is governed by a board of senate confirmed commission members, which seeks to the importance congress and the white house give the commission, and the influence it has within the building and throughout town. it is the go-to stakeholder for congress when they want to discuss legislation relating to the state department, public diplomacy issues. the commission is where they go to get help in drafting actual legislation, probably the most interesting part of the job from my perspective. the national security council relies on the commission to understand how public diplomacy operates through the interagency, which is crucial if -- function if you think about the role the council place. internally, the council helps leadership make key decisions on where funding should go, the structure of public diplomacy bureaus, and personnel, and it is well respected inside the department. a lot of this is of course because of my predecessor, who i do not see in the room today. i know many of you know her well. she

my cousin serves in the san francisco fire department.ve to start looking at the root cause which is stress. this job is extremely stressful. my cousin serves on rescue two. we do the job because it comes from here. it doesn't come from anywhere else. that's why i'm here today to ask that you please bless this resolution for expanding support. it truly is a healing process for a firefighter to pull through. i turned to yoga, meditation, lot of other things that are not covered by insurance that cost me lot of money as i lost my career as a firefighter. we had a number members in our department commit suicide. those aren't recognized today as line of duty death, they need to be. i ask on behalf of brothers and sisters throughout the nation and san francisco takes leadership role on so many things and you guys allocate the funds and resources to make the best program for our nation's firefighters here in san francisco. thank you
