the fire department. much work has gone into curriculum development by city college. there's been a number of meetings between the fire department administration and the city college administrators that has brought us to this point. this m.o.u. provides a revenue stream for the fire department and city college, which is critical in the light of current budget talks that will be commencing for the fire department and other city departments. approval of this m.o.u. will allow us to serve two key public safety agencies in san francisco, the police department and now the fire department. it would be great to see this approval occur on chief hayes-white's watch, and she and the commissioners, all of you have been very supportive at the city college, and we're most grateful for that, so i'll introduce the doctor now. >> thank you for having us, and i want to also send the regards from our associate vice chancellor, teresa roland. she's sorry she couldn't be here, but the chancellor sent her do you object to san

in 2018, the department completed its first-ever department-wide financial statement audit, fulfilling a presidential commitment and began to address a long standing congressional concern about the department taking it on and was the result of the work of a number of organizations over a number of years who put an emphasis on getting the department of defense to audit. when i was invited to speaking at in the event originally, i was in role of comptroller. since then, secretary mattis has departed. secretary shanahan is acting secretary. and i'm performing the duties of department secretary of defense. i think one of the first questions is does that transition, does that change have any effect on the audit and other things going forward and what i want to emphasize is with the change in leadership, the department remains focused on implementing the national defense strategy. we remain committed to auditing the department of defense. now i suspect most of the people , in this room have read the national defense strategy. if you have not, i strongly it describes how the department is imp

so, if we ask, for example, the homeless department, the department of homelessness to pay for the $50 million in homeless ambulance rides, we can get every little thing that is on that list on page 17 and 18 and 19 and have $10 million to spare. i think these are the types of conversations we should be having since we're in a homeless crisis in san francisco. these are the situations we should be having with the other departments in this city since we're the ones that are picking up the slack on an issue that is technically not just our issue. our mission is to respond to 9-1-1 calls and make sure that people are getting emergency care. it seems like we're giving a large part of our budget to homeless people rides to the hospital -- given they need those rides in a lot of those cases and some cases they don't need the rides. it's cold outside and they know as the ms6 will tell you and some of the other people out in the engines other tell you, they know the right buzz words. they say the right buzz words and wore going to show up and give you a ride to the hospital. that's probably a

here's the department of justice right here and within the department of justice, enforcement decisions are being made. the president is over here and, i think of it as there are two categories of potential communication. one would be on a case that the communication from the president that he has no personal or political interest in, let's say the president is concerned about the chinese stealing trade secrets and says i want you to go after this company that maybe stealing trade secrets, that is perfectly appropriate for him to do, for him to communicate that. but, whether it's bona fide or not, the department of justice's obligation and the attorney general's obligation is not to take any action unless we, the department of justice and attorney general reach their own independent conclusion that it's justified under the law and, regardless of the instruction. that's my quote that everyone is saying, that it's okay for the president to direct things, all i said was it's not per se improper for the president to call on the department for doing something, especially if he has no persona

it's in the department as a whole. i mentioned debbie's leadership earlier and how important it is to the work we do i also want to mention our community partners like the unified school district. we work very closely with them to promote our programs like zero waste in the schools. we also work with the san francisco public utilities commission, they funded up to give water presentations and to create water curriculum and that partnership is very deep and satisfying. also, san francisco public works. we've partnered with them for our litter outreach and assemblies and the sf giant sweep. and it's not just city agencies that we partner with. we also partner with recology. that has been a really effective partnership as well. we all have the same goals. the departments include department of public health, the san francisco fire department as well as the department of homelessness in support of housing. of the $350 million which was approved for this bond program, $272 million is ilindicated toi- allocated to the department of public health. ly zuckerberg building 5 for the fire department, it was allocated $58 million with two projects or two components. first component is the ambulance deployment facility and second is the neighborhood fire station component. in the third is the department of homelessness in support of housing, $20 million was wasallocated for homeless service site. just a recap for this bond program, we've completed two bond sales to date. the first bond sale provided funding for all these components. bond sale number two, which was completed last year, was for two components. those two components are fully funded from the bond at this point. moving on to slide 3, this is executive summary over the entire bond program. the team in general has been advancing all projects across all components moving from programming

the department of technology and the department of emergency management and several other departmentsing these priority networks. essentially, with the radio systems, all of our sites are on battery backup, only first responders use the networks, but the commercial networks don't have the same robustness. we have talked with the federal government. we have been working many, many years to push the federal government to make these networks more reliable. and there are -- they are also offering priority preemption capabilities. we did a partnership with at&t and verizon. at&t offers a service, we have 3,000 users using that network. and verizon, because of at&t and first net, verizon is offering broad band services and the fire department has thousand of their device on the network. we tested these networks in high dense usage events, including the pride parade and fleet week. we have seen that we need to continue to work with our partners to improve the networks. i'm going to let nina dive into those testing results. >> i'll keep it short. what you see here is a screen shot of an app t

my name is joe sane, and i'm the fiscal planner of the department. and this year, i'll be doing a quick presentation of the 2019 and 2020 draft budget. a couple of quick things. this is a draft budget, and as such, we expect there will a be a lot of changes between now and the time we submit the budget to the mayor's office on february 22. the second thing is we're not going to be reviewing the fiscal year 20-21 budget in this presentation. while we're mandated to submit a two-year budget, it's impossible to know what our grant situation will look like that far out at this point in time, so we don't feel like we can give you an accurate assessment of the fiscal year 20-21 at this time. so the city's currently projecting $107 million deficit for fiscal year 2020 and additional $103 million different set for 2021. as a result, the mayor is ordering all departments to cut expenditures by 2% for 2020 and 2% for 2021. the mayor's office is also requiring all general fund departments to submit a contingency reduction plan of an additional 1% in each fiscal

it covers the entire department. so every year the auditors come back, they test for the same things across the scope of the department. that level of emphasis and consistency is huge for driving change and reform. if you have a manual process that creates errors, and you want to automate it, it is one thing to have an audit come through and point it out. when that auditor keeps coming back, you get to see and measure the progress of that organization, in fixing that problem, in moving forward. one of the things that we benefitted from, by having this first audit, is we were able to address two misconceptions about the financial statement audit. now, and i will start going through those. the first is the belief that it is simply not relevant. we're not a company. we're not going to buy and sell stock in the department of defense. we're not going to be sold to a foreign firm. so why assemble a financial statement in the first place? and if you simply look at the financial statement, thaelg a great question, because it
