so, if we ask, for example, the homeless department, the department of homelessness to pay for the $50illion in homeless ambulance rides, we can get every little thing that is on that list on page 17 and 18 and 19 and have $10 million to spare. i think these are the types of conversations we should be having since we're in a homeless crisis in san francisco. these are the situations we should be having with the other departments in this city since we're the ones that are picking up the slack on an issue that is technically not just our issue. our mission is to respond to 9-1-1 calls and make sure that people are getting emergency care. it seems like we're giving a large part of our budget to homeless people rides to the hospital -- given they need those rides in a lot of those cases and some cases they don't need the rides. it's cold outside and they know as the ms6 will tell you and some of the other people out in the engines other tell you, they know the right buzz words. they say the right buzz words and wore going to show up and give you a ride to the hospital. that's probably a pa

each department is handling it individually, but some of the departments have more requests than others. we are one of those departments. >> is it a timeline or letting people know? >> we have been responsive to all of the requests that have come in so far, and we are trying to prioritize the requests that have come on based on what is available to us in terms what we can pull and disseminate before analyzing each of the individual reports in terms of what everybody is going to get. they are all separate. some of the requests have come in didding everything. we are still using that same prioritization. the officer-involved shootings. >> commissioner hamasaki: some of this is actual you have to dig into boxes? >> that is 100% correct. as far back as 1982. >> commissioner hamasaki: best of luck. >> keep in mind the digital process was the last department in the city to get to the technology status. we are still trying to define and clarify. we have more than a little information that was not captured in digital documents. we have more hand searching than other departments have, unfortunat

my name is joe sane, and i'm the fiscal planner of the department. and this year, i'll be doing a quick presentation of the 2019 and 2020 draft budget. a couple of quick things. this is a draft budget, and as such, we expect there will a be a lot of changes between now and the time we submit the budget to the mayor's office on february 22. the second thing is we're not going to be reviewing the fiscal year 20-21 budget in this presentation. while we're mandated to submit a two-year budget, it's impossible to know what our grant situation will look like that far out at this point in time, so we don't feel like we can give you an accurate assessment of the fiscal year 20-21 at this time. so the city's currently projecting $107 million deficit for fiscal year 2020 and additional $103 million different set for 2021. as a result, the mayor is ordering all departments to cut expenditures by 2% for 2020 and 2% for 2021. the mayor's office is also requiring all general fund departments to submit a contingency reduction plan of an additional 1% in each fiscal

is that goes back to your client department? >> it literally goes back to the client department. the transaction, general hospital is a good example. they are their on own fund. all the money they collect, revenues, everything is in a fund. we get two tenth of one percent of that of our activities. which is couple of million dollars. it becomes subject to any of the controls that are in that fund. if we identify a project or an audit that we think we need to funding for in the future year, we have the option to rerequest that it be carried forward into a future fiscal year. which we do sometimes. in general, i mentioned it so that people are aware that the money that was allocated to us doesn't get spent to us. it goes back to the original purpose that it was allocated from. >> great. thank you for that clarification. the other question i had to tonia was about -- i noticed that in our forward debt calendar, the seismic program is going to issue bonds. this is a program from 1992. that's a different problem. it was originally $350,000 and they've only issued about $89,000 accordi

the department of homelessness and supportive housing and the department of public health. there are two purposes for the committee, the first is to provide this body, the board of supervisors as well as the mayor's office and other agencies with information about shelter conditions, operations, any other city shelter policies that can impact shelter clients, as well as monitoring the city funded shelter programs for compliance with the 32 standards of care. the standards of care are city requirements for city shelters and cover broad categories: staff, health, facility and compliance with the americans with disabilities act. to meet those responsibilities, the committee conducts shelter site visits and investigates client complaints. so the committee is required by legislation to conduct site visits as every one of the sites that are monitoring by committee. four of these are unannounced, and the committee will come in and inspect facilities, as well as question shelter staff about their knowledge of policies and procedures. the staff also makes two announced visits to eve

departments, toxicology and chemistry. in our crime lab we currently don't have controlled substances testing lab. we also don't have helicopter unit or radio planning in the 9-1-1 call center. both latter two sitting at the department of emergency management and where we have other functions some police departments don't and those -- i missed one. we didn't have strategic planning but we now have that. sfpd has a marine unit and subpoenas and homeless outreach and some other jurisdictions don't have that. some do but some don't so those are unique. that summarizes the work completed. we have been since engaged matrix consulting and developed a contract with matrix to perform the rest of the analysis work and methodology development and analysis work we need to accomplish and take to the staffing task force and yourselves and other stakeholders in the city. so i'm going have matrix talk through what they're approach is going to be and how they'll move forward. this is richard brady the president of matrix consulting. >> th

we are now presenting them to different departments. >> has anyone met with the departments, department to ask whether or not they would be able to include any of the funding specifically for this particular topic? >> thithis is the first time the youth commission is doing the budget pen betation to the -- presentation. it is usually in the priorities in may. right now it is february. we are looking through all of our budget priorities. this is a lesson learned moment. hopefully, this will allow for room. hold up, maybe we shouldn't appear for the budget just yet. >> the reason we are doing this. in the past we would give the budget priorities long after these would happen like in may we would be doing this thing now. like everything we would say we wanted as budget priority wouldn't have an effect on the actual budget. this year we are doing it earlier. >> to ask if there is money to help implement this, is that right. >> like today we met with budget and finance committee with the board of supervisors and had a presentation with the police commission. >> what are you doing after this?

there's a stigma within all fire departments and police departments and first responders that you don't reach out to people for health. we are seeing our members do that, which is great. i don't think that the members know that so many members are reaching out. i think that's a really good thing. we can catch these stress levels at an early stage as opposed to having to deal with them at a late stage which is what this stress unit, the two members of the stress unit are having to deal with and they're overwhelmed. i'm looking forward to the chiefs continued support on this particular report and her report how we create a state of the art stress unit. and there are state level resources force that. looking forward and hoping for the best. >> thank you, very much. in terms of this particular report, i wanted to report out, that i have reached out to the president and vice president of the health commission this is in light of the discussion of shared information but shared costs. or some revenue source on the discussion we've had. i wanted to report the president, dr. ed chow, dr. james l

department of the environment. and we needed that deep knowledge base because of events like the global climate action summit, and the commissioners definitely helped extend the reach of the department, of our city's elected officials, of the city's capacity to host visiting nations, visiting cities, del gats from all around the world who are convening in san francisco to talk about the environment, and to learn from us on what we did here on climate action, and the commissioners represented us at events, at talks, at workshops on kind of 0, 80, 100 groups, the paradigm that governs or climate action, and it definitely made sure that we were a gracious environment, but more so, an informed host on the environment. and the commissioner definitely helped the department, the city, and the mayor's global climate action summit here a success. but beyond that, there were other highlights, as well. i know that seems to be the main highlight, but there were a number of special meetings and events that the commission undert

it's in the department as a whole. i mentioned debbie's leadership earlier and how important it is to the work we do i also want to mention our community partners like the unified school district. we work very closely with them to promote our programs like zero waste in the schools. we also work with the san francisco public utilities commission, they funded up to give water presentations and to create water curriculum and that partnership is very deep and satisfying. also, san francisco public works. we've partnered with them for our litter outreach and assemblies and the sf giant sweep. and it's not just city agencies that we partner with. we also partner with recology. that has been a really effective partnership as well. we all have the same goals.
