the sheriff's department.i know you've been working hard on overtime and can probably give me a dissertation on overtime. it's been the bane of your job because the staffing has been an issue is that correct? >> when you add 1,015 employees after the previous number was a 1% decrease but our work load has increased 13% roughly. they're mandates or service requests we have service requests providing security services at places like city hall. we have been filling that spot with overtime. we would very much like to reduce our overtime department wide. our overtime is about 20% of total hours but within the dsa work group and if we look at the schedule overtime makes up 28% of that. we're making progress with comp time. the city established a cap one the city interpreted to be part of the mou but it was lifted and the comp time doubled in the few pay periods following the lifting of the cap. i believe it's going to stay lifted. with regard to exemption, we have aapplied -- applied for it every year and we have ap

all the departments below the line exceed the admin code and for most they're nine departments. seven are not allocated any vehicles in the admin code and two are allocated vehicles but the actual number exceeds the admin code. so the other thing is when we look at assignments, most are not specific to the issue of public safety or emergency response. and this is a summary of the departments who have vehicles in excess of the add min code. as you look at this, for instance, many of the departments define the take-home vehicles their responsibility and didn't consider it unreasonable if a department head or deputy head needs to be concerned with what happens 24 hours a day. some defined their need to be in emergency response. you'll see several of these have what we call canine which is basically police dog, sheriff dogs. the vehicle is specially designed for transporting the dog so that didn't seem so particularly unusual. there were others we had questions about. some were well, with fire 30 staff take the vehicles home and garage them at home. that's allowed in the admin code

more than 20 departments have an oversight commission from the fire department to the rec and park department to the san francisco public library. the department of homelessness which oversees the response to homelessness, which most agree is among the top priorities, lacks a consistent venue for gathering input, discussing departmental policies and budget plans. the only avenue for homeless individuals and service providers to help inform the policies, programs and priorities of the department of homelessness is through a patchwork of committees that loosely advise the department in nonbinding ways. the local homelessness coordinating board. these existing bodies are advisory in nature, only provide input in limited areas and lack the formal authority to ensure meaningful oversight over the department's activities. having a patchwork of nonbinding committees and relying on one-off community meetings, meetings with service providers is slowing us down in doing the important work of solving homelessness. right now, the department's policy making approach lacks a formal venue for policy making.

so an attorney representing a department or advising a department should be working with that department head or department reps to figure out a division of responsibility. it is about what we are tracking , what they are tracking some departments putting many of the departments in and they have staff who specifically spend a lot of time tracking changes in state law. based on in terms of the departments i work with, for example, if there is a change to public meetings or public record laws, i am responsible for informing the clerk and tracking that. i also work with the department of elections downstairs. they have staff who regularly, all the time, are tracking changes in state law regarding their operations. we do that, too, but it tends to be their primary responsibility, and that is just something we worked out between our office and the department client based on their individual needs. with d.p.w., i believe there is a mix. d.p.w. does also is of things. for example, they are on telecom and utility matters. we still have an attorney who closely tracks all changes in the regulatory
