john walton, director of the department of technology. i am here to give you an update on our discussions with the budget analysts office. we are in agreement with them. these 16 recommendations of the total value of approximately $800,000. unfortunately we are not in agreement with the budget analyst on several other items related to travel, training, equipment maintenance, other expenses to cover unforeseen expenses throughout the year. they add up to a total of $823,041. 16 of the 22 cuts we do agree to add up to -- the ones we're not in agreement with the budget analyst don add up to $823,041. with regards supervisor chu: with regards to the budget closeouts? >> we are in agreement with the budget closeout. supervisor chu: can you articulate the items you're not in agreement with? >> sure. they relate to travel and training. we want to get more aggressive in the training area. supervisor chu: can you point out where in the budget analyst reports they are? >> on page, i believe, it is 80. the item of training. there is an item on there

kind of suspicious, in my opinion, the department of public health puts forth all of these platitudes about ethical conduct, compliance, concerns, rules, etc., get in actual practice, they go after their own valuable employees, like myself, just for whistle- blowing. these are actual fact. i am still requesting the board of supervisors to hold a hearing on the department of public health and if they are as clean as some people say. let's put it in writing and all of us will then shut up. but the department of public health needs to be cleaned up, it is your duty to do it. i think this committee is a starting point and deserves credit for at least holding hearings on the department of public health. in my own opinion, senior persons inside city hall have made a conscious effort to stop my consistent efforts just to question what is going on at the department of public health, and in my opinion, it is a sad state of affairs of the department of public health -- [tone] supervisor campos: thank you, sir. next speaker. >> mr. chairman, honorable committee, members, i am dr. aurelius walker

and the eventual closing of the department of juvenile justice, the division of juvenile facilities would have an impact on our department. as you knowing our department takes great lengths to reduce and limit the number of youth that we send to secure correctional facilities. we only have five youth in the correctional facility right now that costs the city about $25,000 a year for each of these five. but in five years most of those youth will be out and on a regular basis the department rarely sends more than two of these youth to this state correctional facility. but one of the things we're seeing is the formulases that are proposed by the state to date fall very short of the actual cost to provide the necessary rehabilitative programming for youth who would otherwise go to the department of juvenile justice. while re-entry efforts are key across the board in relation to the re-alignment program, i want to make mention of the fact that fully funded probation which is a nonentry program the much cheaper in the long run than any re-entry program and certainly has more positive outcomes.

in terms of department reductions and revenues, this is a list of some of our bigger departments and what the value of their share of the balancing plan is. at the public health department, our largest department, in terms of total size, and as always, they're asked to play a significant role in helping balance the general fund budget. of this $31.7 million, a significant portion of that is revenue, federal revenue, as part of a new program associated with planning for health care reform. we have been able to leverage those revenues to offset a general fund that also includes a planned expansion. so some of that revenue is used for expenditures to expand our capacity at clinics. and to prepare for new requirements imposed as part of the waiver. additionally, within the health department, you heard last night about some expenditure reductions. those include about $3.4 million of reductions to non- residential mental health and substance abuse services. it is dramatically down from was it had been originally contemplated in the department's 20% proposal, but there are some expenditure r

mta is an example of one of those departments. about $3 billion of our $6.5 billion budget is in the general fund. $300 million deficit starts to sound a little bit bigger. even within that $3 billion of general fund, we have a lot of restrictions on what options are available to us. we are legally obligated to pay our pension and benefit costs. we have voter-approved requirements that under the charter require us to spend a certain amount of money on particular types of services, and all those various requirements eat away at our flexibility within that $3 billion, and at the end of the day, we only have about $1.2 billion or $1.3 billion roughly in the neighborhood that is truly flexible, discretionary general fund that we can use to balance the budget. our $300 million deficit, from that perspective, feels much more significant. it is about 1/4 of our flexible general fund, and that is the challenge that we have to deal with and the reason we are here tonight. as i said, within our general fund, the biggest departments that make

i wanted to give you a quick overview of the department. emergency management consists of three divisions. including administration and support staff. serving as an immediate and vital link between the boat -- between the public and facilitating planning coordination between city department residences, businesses, and others for comparing mitigating and responding to emergency disasters. so, really briefly, our emergency services division has four main components. it has emergency management, emergency medical service agencies that have the oversight of the free-hospital care. grants management for for a pair of this. the majority of this budget is grant funded and 23.5 in the department's division of emergency services and only comprises 4.2% of the overall budget. our emergency communication division has 185 fte's comprising 53% of our general fund budget. as you know, emergency communication does 911 call information. we have also picked up sheriff's dispatcher over the last year. we do do data collection and sunshine requests related to

thank you. >> barbara garcia, department of public health. we are one of the largest general fund organizations. one of the opportunities we have is the ability to create revenue. 2/3 of the $400 million we have we can create revenue to that account, leveraging those dollars. i know it to meet this target, which for the department is $69.6 million, we tried to look at revenues, and we have been able to come up with almost $56 million of revenue. so we are left with about a $13 million cut. we then drove down to all the general fund that we have that we do not leverage other dollars with, and those are just pure general fund. from that, we were able to cut $13 million in order to meet the budget. $4.3 million will be cut out of outpatient programs. the department over the last several years has had stakeholder meetings with all of our ceo's because part of -- with all of our cbo's because part of our service is to our community-based organizations. the cuts will be about $4 million to outpatient programs, and in the only non-matched general fun
