last year, mayor lee added money back to the department of aging. i appreciate and am grateful for this. for this upcoming budget, the human services agency and the department of a bold an aging services have submitted a budget to mayor lee with no cuts to service providers. i urge you to accept their budget. at the same time, the cost of doing business for nonprofit contractors, like golden gate senior services, has gone up year after year. over the last five years, our health care costs have risen on an average of 7.5% a year. that is about 30% over the last five years. it is now costing us on an average of $858 a month for each employee. this is just one example of the rising cost that we have just to keep our doors open. this responsibility for our staff and seniors sometimes seems like a heavy weight on my shoulders. if at all possible, i would urge you all to give city contractors the cost of doing business increase. it would send an important message to all of us, that the city, indeed, values our work. thank you so much. [laughter] i think nick covered what i wanted to say about the department of aging and adult services, but i want to give you an overview of exactly how many seniors there are. there are 154,700 for seniors in san francisco, and that is 19.2% of the population. 45,000 of them are on ssi. that is a program for low-income elderly and disabled. then we have about 27% of the population -- has an income less than 50% of poverty. so we do have rich seniors in town, but the majority are on fixed incomes and are struggling to get by. they notice everything that you do that affects them. i go to meals programs in the western addition, and the richmond, and i would like to talk to seniors. i know that every time you raise something, it affects them, and a notice. one thing that they will notice is the $2 a month increase that muni is going to have, which they call part of indexing. well, that will be hard, and we will hear about it. i have said this to muni, but they show no signs of knowing about any way to change that, so i'm hoping somebody will help do that. we are also exploring the 5 fult

out to you supervisors, a brief description of the department, but for the audience purposes, i would like to talk a little bit about that. department of aging and adult services is what i refer to as an integrated department. many years ago the comptroller's office did a report and found things might be better in san francisco if we were to poll the various programs together and departments together that serve younker adults with disabilities and older adults, so we became an integrated department. we're made essentially of four divisions. we have ihhs, the largest single program areas serving over 22,000 older adults and young adults with disabilities by providing home care in people's homes. local government shares in the cost of the program, and this is one of the ones the governor has targeted for reductions in the coming year's budget. there is also 18,000 workers and that program. some of those are the folks that dan talked-about better over 65- years-old. the next division is protective services. this is where we have an adult protective services, which is there to focus. these programs are there to serve people, regardless of their

the department of aging and adult services. we have a commission hearing meetings, the budget town hall meetings with many of you the last number of months, he can see the rest of the bullets, a lot of issue-specific meetings around the homeless shelter system and early childhood education. in terms of our target, the target we received from the mayor, as you know, it was a contingency for our department that translates to $2.5 million. and $5 million in the general fund. this comes off of the discretionary general fund pot. for the current year, we're able to achieve that. we have over 200 vacant positions which is over and above our normal rate of attrition, so should the contingency be needed, who would simply move money or save money from the salary line-item. i am really pleased to say that at this point we're projecting to meet our targets, largely through revenue. which translates to know service cuts or reductions internally. the largest share of that is coming from the community first choice option. this is a component
