department of agriculture yucca this -- agriculture? greg: this theory developed by jl chestnut. e of the things that happened is when president reagan became president, he removed the office of civil rights in the usda. there was no one for black farmers to complain to when they felt like they had been discriminated against. there was no redress. as a result of not having that redress, we were able to go back -- they went back and were able to go all the way back to 1981 through 1996 to look at those and look at the plight of black farmers and see whether they could prove they were discriminated against. susan: the lawsuit ultimately was named pigford versus glickman. we have a video of timothy pigford. you can explain how his name came to be on this lawsuit. >> one of the four minority groups that asked them for justice for hispanic farmers, native american farmers, and female farmers that they may receive justice as we have. i have written a letter to president obama. i asked him that he close the book on this issue of discrimination at usda and he truly close this book and end

department of agriculture. we know this. we have reimbursed people in the past for those acts of discrimination, but we've never absolute debt with the cumulative effect. when i have the full advantage of all the usda programs throughout the last 30 years, my operation could grow. i could invest in more land, i could get the latest and best technology. i could plant my crop at just the right time. i could make more money. if i had limited or no access to usda programs, obviously my operation is significantly limited. so the american rescue plan's efforts to begin addressing the cumulative effect of that is commissioned terms of socially disadvantaged producers. secondly, you look at the covid relief packages that have been passed and distributed by usda prior to the american rescue plan, and you take a look at who disproportionately received the benefits of those covid payments, it's pretty clear that white farmers did pretty well under that program, because of the way it was structured on size and production. i think there i

>> well, if you know the history of the department of agriculture's relationship with disadvantaged farmersays made every possibility available for them. and they've had a harder time maintaining and keeping their farm or expand their farming operation. this debt relief is the beginning of an effort to try to create a more equitable usda, to try to respond to the cumulative effect of discrimination that's occurred over many decades and basically also respond to the fact that when covid relief was provided, a significant percentage of that covid relief went to white farmers because of the structure and the way in which our support programs currently operate, where a very small amount, maybe less than 1%, went to socially disadvantages producers. so, it's a matter of equity and making sure we do what we can to make sure that folks are able to keep their land, because i think it's in all of our interests to have folks continue to farm in this country and to have diversity in our farming on rages. >> i want to point out, follow up on something you said, you said while the usda paid out billions
