suspect right as being in a busy street in the middle of a busy street versus being in a park or yard or something yes or. now you also describe the minneapolis police department's policy in terms of rendering medical aid as best you can right yes you require an officer is required do that act yes sir but there are certain circumstances correct me if i'm wrong where an officer has to consider whether it's safe for the officer to do so correct yes or and in fact the training that minneapolis police officers receive requires it to be safe for an officer to render medical aid agreed. generally yes. and one of the considerations an officer has to make in determining whether to render medical aid is whether or not the suspect is on the cough cough to or uncuffed right that may be a factor yes there are circumstances where you've been fighting with the person. and their hand you've gotten them handcuffed and you have to decide is it worth the risk to take these handcuffs off to give this person medical right yes or because once you're under handcuff a suspect they could become resistant again correct there's. you have to decide is that a risk you're willing to take ye

it shows that the department of justice big picture is back in business. that there's a place for the federal government when they conclude based on their investigation that there's an intentional violation of a civil right that they should get involved and that they should have accountability. let's know and understand that this matters, because it sets the tone, it sets the temperament. we know as understand as a result of that conviction, there will be a deterrent value. no one is above the law. if you engage in a transgression, you should be held accountable. the state has said that and now the federal government under the leadership of merrick garland has said we're going to look at pattern and practice violations in police departments with regard to how they've treated communities of color in the past. specifically as it relates to this case, they have decided that at the end of the day we believe this is a willful violation of a right, the right to be free from excessive force. i think they're proceeding and that's the right thing to do. >> what sor
