we proposed a charter amendment to oversee a department of cannabis. the idea of a cannabis commission versus the office of cannabis came about a year ago. at that time my opinion was not fully formed since the process has begun my opinion has changed. this is an enormous industry coming outs of decades-long shadows into regulations. as it continues to grow in a regulated market there needs to be a body to oversee the process. key communities and stake holpr. i would like to state that the task force take our position seriously. i just wish we had spent more time on this particular issue at our last meeting. [bell ringing] there was just a quorum at the time the subject came up for a vote. out of the quorum at least four, possibly five of the voting members that day that have a financial interest in the industry that they are making recommendations for. since this item was not on the agenda voting task force members having no idea there was going to be a discussion or vote may have left and didn't get a

department out of the 600-foot radius. that's being selected and something of a horserace by the office of cannabis. so the office of cannabis is making a choice based on a horserace which it really should be a beauty contest before this body. and the planning department, planning commission, if you do not have information on all the applicants within a certain business district that are competing for that spot, you are going to see the single applicant that's been approved presenting a conditional use application to you and you will have the other applicants, who you know nothing about, presenting arguments why the applicant before you should not be approved and the person in second or third position should be moved forward. it's a complication that doesn't need to happen. i believe that the commission should be asking the office of cannabis to be forwarding all of the accepted applications that have been qualified with equity applicants. the planning commission could be deciding what is appropriate for each neighborhood commercial district in a comparative form and to do it in a judicious manner ra

of cannabis updates, on cannabis retail in the neighborhoods. the office of cannabis has released five approved applicants to the planning department that they say are now qualified for processing as they are conditional use cases. i don't know if any of those five or many of those five are contested in the neighborhoods, or if there are competing applicants. so that will be interesting to see how that plays out. i have been involved in several neighborhood outreach meetings and talked to people in communities that will have neighborhood cannabis retail. and a lot of the turnout has been strong. at each of them, there's been more than two dozen people showing up to discuss it. and a lot of the commentary has been unexpected and interesting. for instance, there's been a lot of interest in who are the applicants and where is the money coming from? and that's not something that we typically see in conditional use applications, but this issue seems to have a particular resonance in the neighborhood, where neighborhood cannabis is coming in. people want to know who the operators are, where they're from, and what they're doing. i do hope that the depa
