we know from recent data released by the obama department of education that many for-profit colleges actually receive nearly 100% of their revenue from federal taxpayers in the form of title 4 funds, department of defense tuition assistance and department of veteran affairs g.i. bill. i don't know how a good business oriented republican could overlook the fact that these so-called for-profit schools are a thinly veneered operations gleaning every available federal tax dollar to keep their schools open. annually they take in nearly $25 billion in title 4 federal funds. the department has a responsibility to ensure the taxpayers funding isn't wasted by enriching investors and executives at institutions that prey on students and don't deliver. in keeping with that responsibility, the obama administration created new federal regulations to ensure career training programs are meeting the statutory requirement that they prepare students for called gainful employment. the gainful employment rule cuts off title 4 funding for programs where graduates ratio of student debt to earnings is too hi

many bills, especially one as extensive as the e.s.s.a., requires clarification from the department of education, the agency charged with executing the law. the text of the s.s.a. anticipated that. in fact, the law describes in detail how the department of education should and shouldn't write regulations. frankly, that had been some of the problem under no child left behind is it lacked sufficient congressional direction with regards to the waiver process which was used effectively at the full discretion of then secretary of education duncan and president obama. took the department a year and multistake holder process ensuring every voice was heard and sure enough a year after the legislation was passed the department of education finalized its rules on accountability. last week, house republicans took the first step towards taking a sledge hamtory that ntire -- hammer to that entire implementation. they are the blueprint for states in developing our state education plans would be thrown out of this rule, effectively throwing public education into chaos across all 350 states and completely disre

of education. this is one of the most important jobs in our government the department of education bears the responsibility for making sure that every child in america has the opportunity to fulfill his or her potential, which means that the secretary of education has an enormous amount of power to shape our nation's future. so this is not a job for amateurs. president obama's first secretary of education was arne duncan, who had spent seven and a half years building a record of accomplishment as c.e.o. of chicago's public school system, previous to which he had been the director of a mentoring program and the founder of a charter school. when secretary duncan stepped down, he was replaced by dr. john king jr., the recipient of a doctorate in education administrative practice who had served as deputy secretary under arne duncan and who had been previously the education commissioner for the state of new york. each brought to the job a background in public education that informed their understanding of what students and parents and teachers and administrators need in order to succeed, which brings me to bets

efforts, which are in direct conflict with one who will lead the department of education. how can a nominee who disagrees with the department of education's mission be fit to oversee that agency and promote the civil rights of schools and college campuses? she also appears to oppose efforts to expand college access. in an era when college is so important. again, in the little bit of time she was allowed to testify before the senate help committee in january, mrs. devos when asked would not agree to work with states to offer free community colleges for eligible students, instead saying nothing in life is truly free. again, the easy thing to say if you're a billionaire. she also knew little about the pell grant program or federal student loans, as of course neither she nor her children have ever had to use such resources. most of us know our children will have to use them. it's out of touch with the real-life kitchen table expectations of millions of students and families that rely on these funds to attend college. it's what i hear from these families in vermont, hardworking

devos' seeming lack of familiarity with idea is indicative of how, if confirmed, her department department of education would fail to protect the rights of these children and every child to a free and appropriate public education to allow even kids with special needs to flourish. another area under the department of education's jurisdiction where i have concerns about mrs. devos' jurisdiction and level of understanding is sexual assault and campus enforcement. since 2014, i have been proud to support bipartisan legislation led by my colleague joe moran and claire mccaskill, the senate accountability and safety act. at the end of last congress, this legislation had support of more than one-third of the u.s. senate as well as a number of law enforcement agencies and many of our leading colleges and universities. the department of education's own office of civil rights has also played a very important role in initiating and conducting title ix investigations. so you can understand why many folks, including myself, were concerned when ms. devos did not demonstrate any depth of knowledge about the differenc

with secretary of devos an the department of education, there's been active debate in the cabinet about whether rolling back the lgbt rules makes political or moral sense. molly: that's right. reportedly within the administration you had this sort of sessions wing advocating for this rollback of the obe ma protections for transgender kids and betsy devos who, despite her reputation as a quite conservative, including socially conservative person, is friendly to lgbt issues and didn't want this to happen. so this an example of an issue that's a huge cultural flash point and where you know, the social conservatives who are very well organized within the republican party, within the conservative movement, they want this white house to do their bidding. they feel they got trump elected and now they deserve things in return. but there are other school offingsthouth even within the administration, even within the white house, and with a president, again who hasn't been in politics and doesn't have a well-articulated ideology, you end up with a squabbling that can sort of go either way. robert:
