education? >> it has grown tremendously over the past couple of decades, the first year the u.s. department of education begin tracking homeschoolers was 1998 at the time they counted 850,000 that number to 2 million, just under 2 million in 2016 and over the past year when the school shutdown since up again underpinned them a week in a march 2020 we seen a tripling of the homeschooling from the pre-pandemic level so the u.s. census bureau released a report in february finding that more than 11% of the overall k-12 school-age population is been homeschooled over 5 million students and it's a tremendous growth, one of the things that the u.s. census bureau found in particular, growth is being driven in large part by homeschool families it was a fivefold increase from march 2020 through the school year that ended a black homeschooling families, and overrepresentation more than 16% of the overall population identified as black compared to 15% of black students in the general public school population. >> is that sending a message about public schools? >> i think for this year for sure parents w

do you have a number, someone in the department of education, is there a spreadsheet that exists how many of that has been spent, and on what? >> thank you for having me first of, all and i agree, our goal to safely reopen schools and make sure children have an opportunity to learn with their friends, with their teachers, where they'll invest. the american rescue plan did provide funds for safe reopening. that was the goal of it, and we've released two thirds of the funds to all states and were holding back one third for states that have not yet submitted a. plant we are working daily with states to see how they're spending their money, and ensure that the strategies are being used to keep children state. so some states are doing better than others. two thirds have been released to states to spend, they present a plan to the department of education, and the department of education releases the money, is that how it works? >> yes the final third is released once we approve a plan that shows that they are going to focus on equity, and that they have stakeholder engagement. which we know

we are top three states for school attacks but the department of education tells us there is no requirement for schools to report ransomware attacks to state or federal entities. they did point to this federal law which they said requires parents and students to be notified if the student's information is disclosed but the feds say that is simply not true. several districts tell us they would, in some cases, notify families under the california data security breech notification law which applies to all-state agencies. but, other districts seemed unaware of the state law or said it would not necessarily apply to ransomware attacks. >> what they are saying is we don't have evidence that student data was stolen. >> reporter: he is as it should be assumed because hackers have it. >> at that point the damage is done. >> reporter: one local district says it only reports to the insurance company and only notify families based on advice from that insurer. >>the insurance companies should not be the ones making that determination. they are using tax funds. >> so far nothing requires california schoo
