of mental health care in our city. marlo simmons is here to present from the department of public health. ood morning. >> good morning, i am marl low simmons with behavioral health services within the department of public health and we function as a managed health care plan for mental health services to medical beneficiaries in san francisco and under that work we are required to have a mental health plan contract with the state department of health care services. and they in turn answer to the feds. in 2016, the federal government released new regulations that oversee the requirements related to the work that we do and the state is required to develop new contracts with the mental health plans at the county level that reflect the new changes and so we -- the fourth item really is the new contract that outlines all of the new requirements and the third item is taking the existing contracts and backing it up. so we don't have two contracts at the same time. >> chair cohe.it is a retroactio july 1, 2017, which is a requirement from the feds down and on to us. >> chair cohen: does that conclu

the department of health and social care says it will publish its proposals in the autumn.eeze on council budgets, the strains on care services can no longer be ignored — that's the message from the local government association, which supports local authorities, ahead of its annual conference next week. although councils in england have been able to increase council tax in recent years to help meet the cost, many say it's not enough. it's the overwhelming concern of council leaders across the country that the crisis in the funding for social care is becoming more and more acute. the nhs will fall over unless councils get extra money to help people keep in their own homes. all chant: no nhs cuts! this weekend, thousands of people marched through central london to protest at what they say is the underfunding of the health service. the prime minister has pledged billions more for the nhs in england but councils are asking — what about social care? a survey of council leaders and cabinet members suggests 96% believe there is a major nationalfunding problem in adult social care.

we have triannual audits, and we have annual state department of health care services audit. along with that, the department for the past several years have engaged in self-audits, self-evaluations as well as a self-review of various of our systems that you'll see up there around the s.f.g. services, psychiatric health, looking at acute psychiatric system around patient flow, looking at patient management and how we can improve one-on-one as well as looking at our ongoing documentation review and claims review. and there was a recent audit or report that happened on our crisis intervention services, c.i.t., which is specifically working with the police department and working with the fire department, which i'll highlight at the end. one thing that's very important to notice is along with the fact that we appreciate audits, we have had multiple accomplishments, and we have a very, very robust system of care that should be recognized for it. we have outstanding reviews, 95% compliance ratings of our mental health plan by the state at their triannual audit. we have had ongoingly

who may not know, alex azar was sworn in as president trump's secretary of health and human services in january 2018. the department of health and human services is the largest cabinet department in the federal government by spending with a budget of, wait for it, $1.2 trillion in 2018. it is charged with enhancing and protecting the health and well-being of americans. the d. encompasses -- the department encompasses not just health care programs such as medicare and medicaid, but also scientific institutions such as cdc, nih, fda, human services programs such as the administration for children and families and preparedness and response work to protect americans from natural disasters, infectious disease and other threats. secretary azar has spent his career working in senior health care leadership roles in both the public and private sectors. his current tenure at hhs is the second tour of duty at the department. he served as hhs' general counsel from 2001-2005 and then as deputy secretary, the department's number two official, and chief operating officer. during his time as deputy secretary, he played key roles i

cavanaugh issued a dissent in a case that granted a 17-year-old immigrant in the custody of the department of health and human services hhs, the right to get an abortion. cavanaugh argued in his dissent that holding the young woman in custody refusing to release her for a medical appointment for her procedure until hhs was able to find her a sponsor who could serve as a foster parent, was not undue burden under the supreme court's legal test. he did not consider holding someone in government custody to be an undue burden. this is a view of someone who will not follow the law as currently set forth by the supreme court. if confronted the challenges to r roe. and let us remember that it's the supreme court that sets precedent and that could happen if judge kavanaugh is on that court and really the dissent in this case is a view of someone chosen for a reason, ready to fulfill donald trump's campaign promise to see roe vs wade overturned this fight matters. who sits on our courts matters and how we exercise our constitutional duty to examine a nom fee for the highest court in our land matters. justice
