please join me in welcoming jen smyers who is the chief of staff of the department of health and human services. >> thank you. it's a pleasure to join you today. i want to thank the mayors and commissioner and the ambassador and every one on behalf of the office of refugee settlement. go back home and thank your communities. the welcome that's been extended to afghans has been incredible. we feel it. we know there's incredible stories of communities all over who have extended their arms and we're appreciative. i'm going to focus on the role there and on our mission to serving on serving unaccompanied children. the office was started in 1980 under the refugee act of 1980 which created the office under the administration for children and family within the department of health and human services. over the last 40 years or so, orr has expanded our commission. congress has expanded our commission to include victims of trafficking, torture, cuban haitian entrance and unaccompanied children. as of september 30th, we're able to provide the same services we provide to refugees to afghan evacuee
