department of health and human services [music] so, screening and brief intervention is what we call a secondary prevention approach. so, it is a way of intercepting people who might be already engaging in risky substance abuse behavior and trying to reduce their abuse and reduce the harm that they might experience from their substance use. we decided to do our intervention in this mental health clinic. and that's something that hadn't been done before, so we decided to use this very brief screening and brief intervention tool called the assist. it is the alcohol smoking and substance involvement screening test, which was developed by the world health organization. well, we use the assist results in intervention planning quite immediately; that is part of the beauty of the assist, that it has kind of a built-in intervention that, based on the score that is deduced from the eight questions of the assist, you are kind of guided to do a validating response, a brief intervention, or an intervention with kind of a referral to treatment or a discussion about kind of getting further treatme

so when i take a look of this and think about it from a health care standpoint isn't it interesting just friday afternoon the health and human service department came out with more laborers. another 116,000 weaver's were granted friday afternoon. these ongoing waivers takes you to a total of 3.2 million beavers for the health care law. why are they giving all these wafers? because the policy of the set fenestration. this has been a nightmare for this administration, and frankly it's embarrassment. so the additional think the administration has done after announcing the 116,000 to weaver's we are not going to be able to continue doing this. these are waivers for a year and the real lives then they are going to have to renew these waivers another year which would put it in the election so they said we don't want to give waivers during the election, how do they do that? let's make everybody that has a waiver apply and careful way for all the way through 2014. 2014. they also realized that to qualify for a waiver they have to offer an amount of insurance up to $2 million in 2013 to a lot of companies aren't going to be about to do that so a lot of

of our flexible general fund are our core city functions -- public safety, police, sheriffs, and the fire departments. and then our core county functions, which are the human services agency and the health department. those are the departments, the parts of our city that have the biggest share of our general fund dollars, closely following on the list are dcyf, the rec and park department, and others. as supervisor cohen said, we have asked our departments to propose 10% reductions to their general fund support an additional 10% contingency to put ideas on the table, to think about how we are going to be able to close this deficit. we are in the process right now of looking at those ideas and thinking them through. as the mayor said, we want to hear your thoughts about these ideas as we are in our decision making process. just to kind of put the challenge in perspective, if we took the full 20% from every department and said we were going to put that in our budget, that would only save us about $180 million from this point forward. we are working on other solutions, but the point of this is to illustrate the challenge in front of us and the reason we are having discussions that we have
