health issues among military families. joining us in our panel today are kathryn power, director, center for mental health services, substance abuse and mental health services administration, u.s. department of health and human services, rockville, md; captain joan hunter, director of psychological health, u.s. public health service, detailed with the national guard bureau, arlington, va; hector zayas, recovery coach and consultant, orlando, fl; dr. bradley karlin, national mental health director for psychotherapy and psychogeriatrics, office of mental health services, department of veterans affairs headquarters, washington, dc. kathryn, more than 2 million troops deployed to afghanistan and iraq. what are some of the behavioral health issues related to the returning vets that are there, the vets that are there, and the returning vets? i think all of us are paying great attention to the behavioral health issues of anyone who has been in combat. and, first of all, when we use the term "behavioral health," we generally are talking about a broad range of mental and emotional and substance abuse disorders and/or problems. we know that anyone who has been in combat will probably suffer from trauma and anyone who

the va that's picking up some of the strategies and some of the outreach and some of the connection of some of the programs that the department of health and human services and hud have used for several years, and it's wonderful that we really actually have a partnership now between the department of veterans affairs and hhs and housing and urban development. and one of those engagement strategies is trying to make sure there is outreach to the individual military member and their family member in some ways to make sure that they are employed, as dr. karlin indicated, and that they have the kind of support services around them that they need. many of the family members don't really know what to do. in other words, someone comes back into the house, they feel ... everyone's, you know, maybe angry, there's a lot of adjustment going through, they're not quite sure how to approach the discussion. what happens is that they may have some financial problems, they might not be able to get a job, so all of these homelessness programs, as dr. karlin indicated, are looking at not only housing issues, but also supported employment opportunities and also family suppo

president's health care law wraps businesses in repeals of bureaucratic red tape and uncertainty and adding insult to injury, on monday, july 11, of this year, the department of health and human services released yet another proposed regulation mandate the by the health care law. the obama administration issued its proposal. it is called "the insurance exchange regulation." so what the rules do is they give the states the specific framework that they must use to set up a program or an exchange with this washington-approved and mandated insurance. so here we go again. another example of where this administration takes roughly 30 pages of the health care law and then turns it into 344 340 pages and regulations. the secretary of health and human services is trying to sell this as competition. nothing could be further from the truth. how flexibility can a 347-page washington rule be when it's a rule that contains the word "must" 580 times. and it includes the word "require" 811 times. how flexible can that washington rule actually be? well, after examining all the rules, musts and requires, one thing is very clear. this administration is paying lip service to state flexibility while their

department of health and human services [music] so, screening and brief intervention is what we call a secondary prevention approach. so, it is a way of intercepting people who might be already engaging in risky substance abuse behavior and trying to reduce their abuse and reduce the harm that they might experience from their substance use. we decided to do our intervention in this mental health clinic. and that's something that hadn't been done before, so we decided to use this very brief screening and brief intervention tool called the assist. it is the alcohol smoking and substance involvement screening test, which was developed by the world health organization. well, we use the assist results in intervention planning quite immediately; that is part of the beauty of the assist, that it has kind of a built-in intervention that, based on the score that is deduced from the eight questions of the assist, you are kind of guided to do a validating response, a brief intervention, or an intervention with kind of a referral to treatment or a discussion about kind of getting further treatme

and that's really the discussion we're having. >> if the u.s. government can't pay its bills to government contractors, to vendors out there, whether from the department of education or the department of health and human servicesoing to send a signal to the credit rating agencies that the united states can't pay its bills. how worried are you that america's aaa rating would then go down? >> i am worried about our aaa rating going down. i think it goes down regardless of whether we raise the debt ceiling by august 2nd. we'll be downgraded because what we're proposing to do is not adequate. the proposals from republicans and democrats never balance. they both will add 7 trillion to $8 trillion and they will be raising the caps that were previously set in the house. we already have caps set in the house. this bill is going to raise the caps that are currently abiding by. >> would you vote for boehner's legislation if in fact it were to come up for a vote in the senate? >> it's gotten better because they've attached the balance budget amendment passing but only with the second set of debt. it's gotten closer to the original bill which we already passed with 234 votes, which included some democrats, which was cut,
