two years ago i, along with supervisor cohen had a resolution for the department of justice to conduct a thorough independent review of our police department. for me, it was important that we put san francisco on record requesting this review through a formal action of the board of supervisors, but we didn't stop there. at the same time supervisor cohen and i held regular hearings on use of force policies in order to have a public discussion to evaluate how training procedures could be improved to prevent escalation of violence and to ensure that we put the right policies in place to prevent these tragic incidents from ever happening to anyone else. no poll alone can -- no policy alone can account for every scenario, but the review i fought for from the department of justice shows that we clearly have work to do. it identifies several key areas where we need to improve, updating our use of force policies, addressing inadequate police data. it included the 272 recommendations that we've been talking about here today and as said by our chief, more than half of which, we've already begun

this past november the department of justice and the department of homeland security announced the results of operation raging bull. operation raging bull was our enhanced efforts to target ms-13. it culminated in the arrest of about 267 -- 267 arrests both in the united states and in el salvador. 214 arrests in the united states, 94 of them on criminal charges from federal or state, murder, racketeering, robbery, firearms and many other offenses. of the 214 individuals arrested in the united states, 198 were foreign nationals and only five of those 198 had legal status in the united states. and 64 of those had illegally crossed the border as uncompanied children and many of whom have since become adults. i do not have a number to give you, statistic to give you. i think that snapshot from raging bull gives us an extent of the problem. >> john, isn't it true that ms-13 makes up a small fraction of gang members in this country? >> i'm not sure what percentage of gang members it makes up. department of justice efforts targeting violent gangs is not limited to ms-13. we have numerous prosecut

there are many, many reasons that the department of justice has made this a priority to fight and we join their fight at the department of homeland security. one example of how we have supported the fight is operation safe haven. an investigation into a loosely affiliated organization that coordinated the illegal movement of women from mexico and central america across the southern border and throughout the united states. in a single day, after 15 month investigation, federal authorities were able to arrest 29 people in 13 cities and 8 states. law enforcement officers also rescued 15 victims. as the ice special agent in charge, in atlanta said, this investigation identified women victimized through fraud, force and coercion including underage teens. to the criminals behind these illegal enterprises, these women are just objects to pull a quick profit, and then discarded or passed on to the next trafficker down the line. as we see in operation safe haven, while human trafficking and human smuggling are not synonymous, some are easy to prey on. because these people are smuggled have now
