current clemency process required immediate reform some may argue it should be moved to the department of justice altogether because of the conflict of interest posed by the clemency in the same department and prosecuting each prisoner. much of the consideration of clemency centered around the pardon power with both parties and individual cases. i appreciate the opportunity today instead to focus on the clear minded systemic reforms that would increase the diversity of the clemency grants i commend president biden for doing what many have not that is issuing grants of clemency earlier in the term last month he used criteria to issue more than 1700 grants of clemency and to drug offenders that received a lower sentence with the same offense today. with the exercise of compassionate release and implementation of the first step act we know there are thousands more remaining who confinement with similar stories. i hope the witnesses today will discuss the pardon attorney and the president with these individuals to provide relief that would allow the ability to return to their communities without risk
