the county where you have a chief of police who meets with the judge, who meets with the department of mental health or the head of the department of mental health have breakfast in their local coffee place. that model can work in a small community where you are going to know the clients and know the people that come up. does it work in an urban setting when you have highly complex and structured system or interaction of systems between police, between providers and things like that? we don't think so and that's part of the reason it hasn't been implemented. it's filled with all sorts of legal problems and coordination problems with bringing additional core systems into alignment, using hospitals as enforcement measures and things like that. so there are good treatments and there are good services out there. but we need more of them and we need better than we do have. i totally agree with that. >> this is obviously an extremely important discussion and one that i suspect is going to continue not only here in san francisco but throughout the state and nation and really please join me, unfortunately w

then, recently, we added a new program- it's a dmh program for the department of mental health for theple should know that awakenings program is the largest service provider in the u.s. specifically for the deaf and the hard of hearing. and so here at awakenings program all of the staff is able sign an asl very fluent. and at all times everybody is comfortable and able to express their feelings and work on their background and develop a better treatment plan to help them meet their goals. being around deaf culture, being around other deaf helps, yeah. it's more of the ability to communicate quickly. you know if something's wrong or pops up, and they learn to manage it by getting feedback with other peers here, and they learn to get through problems. i was really surprised that they provided opportunities for the deaf and service the deaf, so really it impressed me to stay sober. since i've been here 15 months, i finally realized who i am. and i'm really grateful for this program to have taught me on recovery. so i needed a program to teach me how to develop a better behavior and build

in philadelphia we have, with the department of mental health, we have taking recovery to the streets, where a person in recovery actually goes out to a recovery house. you know, they may go out to a recovery program, a day program, and talk about how a program has assisted them through their recovery process. that way, kind of people can see a face and kind of afterwards ask questions, you know, that they may not ask, you know, a counselor because they feel more comfortable with someone that just has that lived experience. but having a person being able to go through a program and share their life experiences, you know, about programs, you know, how they got through programs, what, you know, they thought was good for them, because they're all really talking about them keeping it on the "i" because, you know, each program is not going to work for each person the same way. and leah, it's also teaching, not only doing what michael is saying, but it's also teaching individuals in recovery to also speak to the different levels of governmental systems and legislative systems about the need

of mental health and substance abuse services and created quality assurance. just to kind of give a general overview of what some of the community reintegration options are the department the city and county offers access to treatment facilities residential treatment as well as outpatient for both mental health as well as substance abuse the ability to access those programs from laguna honda and other portals are actually streamlined as part of the agreement and of course shelter is an option for those folks we also provide access to hotels single room occupancy and we also have access to support service hotels the most pref atlanta prevalent provider is connor house and a variety of locations in the city. we also have access to cooperative housing through progress foundation on a mental health model. those housing outlets are available to folks who are stepping out into less restrictive settings. we have an enhanced support model for people who are living in apartments and especially created as part of the chamber's lawsuit settlement agreement a rent subsubsidy program and we'll talk a little bit more about that as well. and residential care for folks not quite ready

department of health and human services. cam was originally started back in the '90s to address the alcohol and drug treatment needs and mentalhealth needs of people specifically with disabilities. cam stands for the consumer advocacy model, and it was established with the idea of the individual is the expert on what their needs are. so it's a team model. nothing here is decided based on any one philosophy or any one strict practice. we look at what is holistic. it's a strength-based approach of using the individual's own strengths and applying them to the clinical model. the benefits of using technology-assisted care for people who have disabilities and/or for people who have co-occurring disabilities, or sud disorders, are that it provides an arena of access for folks who might not normally be able to get to a treatment facility or might not be able to be served in a traditional setting. ecam is taking all the services that someone would get in a traditional model-counseling, group counseling, and case management- and putting them in a computer world, a video conference world. and technology-assisted care is taking any of t
