just as context, we have, in the department of public health, a 1.67 billion dollar annual operating budget. of that budget, about $1.2 billion is revenue brought in by the department through patient revenues, grants, other funding sources, and the remainder is general fund. our current year general fund deficit is $31.2 million. this is an updated projection, as also discussed last week, compared to the controller's six month report. the major causes of the deficit for the department are several. we have a significant loss revenue. we had about $16.2 million budgeted, assuming we would get an enhanced mental health reimbursement through a program pending with the federal government for several years. that was, once again, delayed. so we have a revenue deficit in our budget. we also have weakness in our patient revenues, primarily due to the transition of seniors and persons with disabilities from a fee-for-service reimbursement model to a managed care reimbursement. the impact of that is about $19 million. and then of course at the same time we have our historical structural problem,

street scape projects and in developing pedestrian safety policies we worked with mta and department of public health on the pedestrian safety task force. so for the sidewalk inspection and repair program under city and state codes the property owner responsible for the repair and maintenance of the sidewalk fronting their property. if the property owner fails to repair the sidewalk after being notified the city will repair the sidewalk and invoice the owner for the cost. the inspection and the repair is handled by the sidewalk and repair program which was established in 2007. the program inspects all sidewalks throughout the city on a 25 year cycle. the inspection schedule is prioritized by pedestrian usage and the types much streets or elements used to prioritize include whether the street is a commercial district, sidewalks along muni routes, sidewalks within 500 feet of schools, public facilities, hospitals or senior centers and population density. this is a map specifically of sidewalk inspection and repair in district 7. you can see that we have completed inspection and repair along judah, kirk

as we heard from the department of public health about three people a day are hit by cars in san francisco and as we also heard from the city's traffic engineer at mta residents in district 7 bear a disproportionate burden of the injury. more people are killed by cars in district 7 and there is more speeding and as we heard that is closely related. on slope on 19th boulevard, on ocean, on monterey we need to fix our streets to tame speeds, calm traffic and prevent more tragedies like we heard that have happened to the student and the retired teacher that was killed on westportal recently. next friday as it happens is walk to workday and i know you're participating and thank you. my understanding is that the mayor will be releasing a new plan for action on pedestrian safety, and that will target the city's most dangerous streets to cut serious and fatal injurys in half. this is a critical action to take. we call on you as the board of the transportation authority to make sure that this plan is actually funded so it just doesn't sit on the shelf but it gets implemented to start systematicall
