fire commissioner derek sawyer told residents the response time was three minutes after the initial call i have children of my own. it's no way, no way that i would accept that our members didn't give their all to save those children. >> reporter: that report only angered people, many from liberia africa who made race allegations. one of the loudest voices came from the father of the boys who were killed in that fire. >> we pay taxes just like every one of them. we have to make a phone call first. >> reporter: at one point firefighters tried to respond to a call. officers dragged away those who blocked the engine. community leaders including state representative ronald waters rushed here to try to calm this crowd which eventually moved to the sense of the deadly fire scene. >> you appeal in a way that people are going to understand your pain but not to be rude and trying to start a riot. that's why i was trying to calm them down. >> reporter: police have been on this scene overnight to keep the peace and watch over that fire station and its firefighters. reporting in southwest philadelph

but fire commissioner derek sawyer says once fire radio got the call of the house fire, firefightersrrived on the scene in three minutes. mayor michael nutter says firefighters are not to blame for the children's deaths. >> the members of the philadelphia fire department and in particular the members serving at engine 40 and ladder four responded in a very timely fashion to this fire. any information being put out by other individuals that indicates otherwise is absolutely, positively directly incorrect. >> officials say they are going to release dispatch calls that will show just how quickly firefighters responded. >> those closest to a woman who was shot and killed by a stray bullet in wilmington, delaware, mourn her loss during a vigil and called for justice. dozens of people gathered outside the home of 44-year-old crystal brown last night. she was caught in the middle of a shootout on sunday night just as she was walking out of the adams mark near seventh and adams streets. brown's mother says the killer stole a wonderful person from this world. >> my daughter was a kind person.

so i reached out to the city's new fire commissioner, derek sawyer, to find out why aren't firefighters here in philadelphia inspecting propane tanks? and what will it take to make that happen? >> i think it's important that we do take on the responsibility. >> reporter: commissioner sawyer tells me she's pushing for a task force to bring several groups into the fold. >> it's going to take some legislation. not just from the fire service, but like i said, department of transportation which is federal. license and inspection. it's going to be a collaborative effort. >> reporter: so i reached out to several city council members. how likely is it that there will be legislation to help tighten the reins on it and at least get the fire department to inspect the propane tanks as another city? >> oh, it will happen. the question is to what degree do we implement any regulatory processes? >> reporter: your opinion why this hasn't been done before? >> well, i think it's kind of rare that a propane tanks explode in food trucks, and because it hasn't happened, not the sense of awareness about the
