let me ask derek wallbank about what you heard from the appropriations chairman. a two-year budget deal. it looks like it will get through the senate. then what happens? >> everybody has been sitting here saying shut down over. crisis done. maybe. sure. one of the things hal rogers was clear on is that is not quite it. there is still another step. just as we got more than 300 votes, which is a good thing. everybody's really happy. we are not done. there is another step you are. that is to vote for all of the numbers that trickle-down and hundreds of pages of appropriations bills that flesh spendinga topline number agreed to meet in real life. bills 13 appropriations put into one big omnibus package. >> it is an open question. ofy agreed to the spending $1 trillion. it has happened in the past where they have agreed in the voted against the very bill that was set at that spending level. a big issue has been the affordable care act and funding it. i asked the chairman whether he would find it. doesd indicate that he support legislation bills. it seems to be saying t
