derek ward live along new york avenue in northeast. how's it looking there, derek? >> reporter: i'll tell you what, take a look behind me. this is inbound new york avenue. you see that's the bridge, and that's florida. this is the kind of road conditions that you are going to encounter. there is passable roads and stuff, they have been treated. take a look at this cab going by here. that's where you're going to have to take it. now, as the roads become more populated, as more traffic gets on here, expect it to clear again. we have seen the plows come through a couple times. if you take a look here, this is an untreated street. that's 1st street. that's what you will encounter, getting to some of the main thoroughfares that have been treated. of course, sidewalks are snow packed. it's passable, not very icy at this point. definitely it warrants some serious caution if you do come out here. and it's not so much the snow and the surfaces now. it is the wind. and i can tell you that it is a biting wind at this point. any exposed skin is definitely going to feel it out h

news4's derek ward live in downtown d.c. with a look at conditions here. derek? >> reporter: well, good morning. as you see, traffic is moving now. this is outbound new york avenue heading east out toward the d.c. line. you can see that the roads have been treated. take a look a little on to the side. and you see the sidewalks are not -- there is a path, you just have to walk carefully, certainly drive carefully. we talked to a woman who was beginning her journey. she's actually headed for nairobi, kenya. the hardest part is just getting out of town. she tried to book some trains -- flights, train rides up to new york, but all of the trains, only one was open. the challenge was to actually get to union station from where she started at. and actually had to hail a cab for her. luckily she did get off. let's hear some of her story now. what's your dilemma now, this morning? >> i need a cab. my cab has been coming for 2.5 hours. i'm going to union station, it's like five minutes away. i can't get a black car, i can't get a thing. i have bags -- this is just bad. thi
