news4 derek ward has the report. >> reporter: on days like this when arctic air as upon us, we can turnog to the fire. if you are homeless your options corners, up in there and sleep. around stores. shopping centers. laundromats. they find a way to stay warm. >> we are providing a facility with wrap around facilities for homelessness. but we also want to eliminate homelessness. >> both were at the ribbon cutting off georgia avenue and silver springs. it is clear silver spring has come into its own with high-rise condos and commercial buildings. but this is this low rise addition that makes it all a little more inclusive. >> individuals who have experienced homelessness will leave their homelessness and stabilize their lives. >> reporter: and there are living quarters for the transitioning out of homelessness and a place for mealr and a central location for county services the new building replaces an old converted bakery. the developer built the new facility in exchange for the site of the old one. it all means that folks like these can be helped. >> homelessness is down overall in mont

peop >>> there were slippery spots on some of the smaller local roads as well, and as news 4's derek ward reports they proved to be a challenge for drivers from montgomery county to fairfax. he continues our team coverage. >> reporter: a familiar sight and sound in the early hours. freezing rain wreaked havoc on all kinds of movement across our region. and for those who overcame the ice-induced inner shah, stopping became the problem. >> it's not worth coming out here. people are losing their lives out here. the roads are bad. >> reporter: this backup on the beltway in fairfax county was from a multicar crash. a man who was involved in that crash was later found dead about a mile from the scene. crews had gotten out ahead of things the night before, treating roads and bridges for some that proved helpful. >> it's been okay, pretty local. it's been a little icy with slush. >> reporter: but would also prove to be too much in some cases for even the heaviest of vehicles. this fire truck couldn't stay on the >> a lot of bad accidents out here. fire trucks running off the roads. and i'm gettin

derek ward has the story. ride that went terribly wrong. it all started here. it seems like it was going to be an average ride. turn ed out to be anything but. the driver picked up two women and a man. >> i told her to stop. she did. >> the uber driver says after a few more blocks, the passenger got happy handed again. >> i pulmoled to the side and td them to get out. i got out because i didn't feel safe. there were two people in the back. i got outside and started recording. >> why y >> the uber driver says he never did anything to encourage the passenger's behavior. no means no, regardless of the circumstances. >> i didn't appreciate it. i have a beautiful girlfriend. i have to stay faithful. but it was crazy. i told her to stop. >> the male passenger got out of the car and left before the other passenger drove off. the uber driver called police and they found her car a short distance away abandoned and damaged. >>s that job. so i want them to think u about that. we're getting you home safely. >> the drivers like to do the same. in northwest, drk ward, news 4

news 4's derrick ward is live @u rockville to show us where that rink is now and what comes up next. good morning, derek reporter: good morning again. i'mé'7-Ñ on the athletic field e jewish community center, the bender community center of late in a diffelw/eÑn rockville. time of [çomyear. look over here there is a hockey goal. it's a great story that started actually about a year ago. that's when mark make shift -- i wouldn't say make shift, he built his own hockey rink in his backyard, used a synthetic surface just as good as ice and it was a tribute to his stepdaughter who had passed away, mel osbourne, and he was i believe viegth#f folks over to play on it. well, it turns out that he actually lives in an area that is an agricultural preserve, they allow housing but you can't have public events there. so the county said you will follow the zoning laws, you have to pull it up. he was trying to get another location, he showed up here at the jcc and they said we are happy to have you. so the ice rink is up now, it's actually going to have an open house later today. we talked to somebody else from the j

news 4's derrick ward joins us live from rockville to show us where that rink a now. hi, derek. >> reporter: how are you? we are at the bender jewish community center of greater washington. behind me here is home plate on the baseball diamond but if you look over here there is a hockey rink, a synthetic surface and goal. how did this all come to be? it makes perfect sense and it's actually kind of encouraging. this started back in december 2015. that's when mark cohn built a hockey rink with the synthetic surface in his backyard in honor of his stepdaughter who pass add away. he built this rink and invited people to come and play. the idea got put into the penalty box because it ran afoul of some of the zoning codes in montgomery county. he lives on a land that is part of a agricultural reserve. the county said you can't do it anymore. fast forward to where we are today and we have this rink here at the jcc and with me now is mark cohn to tell us about how all this came to be. later on it's open house for anybody who wants to learn about the game and play on the surface. how di
