detroit is teetering on bankruptcy. right now, a ten-member board appointed by michigan's governor is deciding if the state should appoint an emergency manager to help run the city. but in the face of detroit's financial crisis, something just short of amazing is happening. young people and businesses are moving to the city's downtown. as diane eastabrook reports, it's an effort to revitalize a city that has been in decline for decades. >> reporter: craig steiner now has time each morning to enjoy breakfast, instead sitting in his car for a half-hour commute to work. last fall, the 30-year-old moved from the suburbs to this loft in downtown detroit minutes from his job. >> i can walk to work now, i can ride a bike. during the winter, i'm driving my car just because it can get kind of cold. >> reporter: steiner used a $20,000 stipend from his employer, blue cross/blue shield of michigan, to buy his $60,000 loft. >> that was crucial. otherwise, i wouldn't have been able to do it. >> reporter: blue cross is among a handful

the automotive industry, talking about detroit today, also in the u.s. as well as in china continues to have a very positive situation. in the u.s. it is very strongly influenced by the average age of the cars being higher than typically, so there is a demand to lag so to say which is coming through now. >> susie: tell us how -- >> and we have lagging industries like the construction industry where we really continue to see basically nothing happening here in the u.s.. >> suzanne: . >> susie: looking around the world i do want to ask you about europe, how are things looking in europe. we've been hearing a lot of forecasts calling for a recession in europe. what is that going to mean for your business? >> well, we do believe that there is a chance of a recession in europe and pressee high chance. the projections from bloomberg are minus 0.25%. overall now as henry kissinger said there is no telephone number for europe. so there is obviously huge differences depending on which country you go to. the interesting thing is, which i believe say very sensitive

now it's considering whether to take over detroit. as noted a couple months ago by the michigan politics source, as reported by us, as noted by three members of congress, nine state senators and dozens of state representative, eight detroit city council members in a letter they wrote to the governor recently, if the governor decides in addition to these cities he has taken over he will overrule local decision making, local elections, and take over detroit, and another city, approximately 50% of all african american citizens in the state would then be living under the authority of an elected manager. think about that for a second. congratulations, michigan. you elected a republican legislature and republican governor last time around. and so now, if you are black and you live in the state of michigan, you may soon have only a 50-50 chance of your vote counting in michigan toward who represents you in your city or town. that letter that was sent to governor snyder a few weeks ago expressed concern about the governor's expanded emergency

diane eastabrook reports from detroit. ♪ >> reporter: at detroit's cobo hall, a six-piece orchestra performedmimosas flowed and waiters made the rounds with trays of hors d'oeuvres. a charity ball, perhaps? not quite. it was a prelude to the introduction of lincoln's mkz concept, a sleek sedan with a panoramic roof that's expected to hit showrooms this fall. the mkz is the first step in ford's reinvention of the lincoln brand. mark fields, president of ford north america, wants lincoln to be synonymous with luxury. >> we're looking at not only other automakers, but we're looking at nordstrom, ritz carlton, those kinds of brands, because that's where these luxury customers do their business today. >> reporter: the company has its work cut out for it. lincoln sales are down 35% from where they were just five years ago. the problem with lincoln isn't the quality of its products but it's stodgy image. analysts say the average lincoln owner is eligible for social security. >> reporter: younger, hipper, more affluent buyers have been gravitating to edgier imports like mercedes benz, b.m.w. and audi
