by then, the auto industry in detroit was, you know, 100 years old, had accumulated a lot of history, and people would come to southeastern michigan to visit the auto history of our area. so at that time a group of auto people in detroit got together and petitioned congress to create a national heritage area. national heritage areas are subsidiaries of the national park service. they're all over the united states. they are like a national park except it doesn't have -- they don't have defined boundaries. in southeastern michigan, our heritage area, which is called motor city's national heritage area, is telling the automotive history of our area. it's a consortium of auto sites all over southeastern michigan. our museum is part of the automotive national heritage area. the house in gross pointe's part of the auto heritage area. the dodge house at meadowbrook hall is part of the auto heritage area. so we're a collection of sites, and we try to market each other to tell visitors to our area places that they can go to view our automotive history of our area. the industry has downtimes, b

. >>> everybody knows about detroit's bankruptcy but a study of u.s. city's finances indicates that many of the 250 largest u.s. municipalities are close to returns out of cash. the amount of cash on hand was equal to 81 days of typical operating expenses. a city emergency requiring police and over time could consume much of that in a matter of days. some cities with the smallest cash cushions, sheave port, louisiana and new orleans with 2.5 days and fresno with less than a day's worth. here now to explain why the cities are so cash strapped is director, state and local fiscal health for the charitable trust. good to have you with us. how do cities get in this paralaos state and how bad is it? >> cities still have many challenges and recovering from the great recession. their revenue bottoms lit much later than the state and federal governments which took place in 2009 and still struggling to get back on solid fiscal footing. >> why did the revenue hit bottom later? >> it's a function of the property tax. the property values are still struggling, as we

they were manufactured in detroit. but we have this hudson dealership that is a very good example of car dealerships in the early part of the 20th century. we use the dealership also to tell the story. you come and look at it, your car that you were going to shop and buy. we have display a 1933 plane. we're in the hudson dealership, 1933 was designed and planned by hudson motor car company to compete with ford, general motors and chrysler. hudson was sort of a mid price car. in order to stay competitive, they went on down to the marketplace. the era was a prohibition in 1920s. had this design. it's called a tara plane. kind of a play on tera earth and plane, airplane. air travel in the early 1930s was becoming much more popular. that was really a catchy name that went with that period of time. when the car was introduced they had amelia air heart. to call attention to modern progress and air travel. we're looking here at a 1953 hudson jet. in 1950s, there is a beginning of what we now want to call the compact calls. hu

what's bankrupt is the quality of life in detroit.in eight months. >> well, absolutely. and do you find it ironic or perhaps tragic that an unelected official is making critical judgments about the distribution of important resources to vulnerable populations. the job of a politician, a dually elected politician. isn't there something anti-democratic about that? >> yes. when i ran for governor, when we ran we said fixing detroit was going to be among the top priority once we took office. and yet it took him three years to get around to it. while things festered and got worse. you know, cities in michigan have not been supported much by state government over the years. not just by this government. our cities have been allowed to die on the vine. and i have seen in this time with this governor, i have not seen a proactive preventive plan. what i've seen is a lot of emergency managers coming in after the fact, you know, coming in afterwards to slash and burn, essentially. but i still don't see an urban agenda. there is no urban agenda. w
