kpix 5's devin fehely is at the congressman's office in santa clara. devin. >>> reporter: yeah, congressman honda is locked in a very tough battle for re-election and the public release of this report could deal a serious setback not only to his campaign but his career. the newly released report from the office of congressional ethics concludes that there is, quote, substantial reason to believe congressman mike honda misused official resources including staff time which is paid for with taxpayer dollars to the benefit of his campaign. >> right now, the news story is not good. the headline is, ethics violations. no congressman wants to have that headline next to his name. >> reporter: the investigation also found that congressman honda used official work events to drum up support and money for his campaign. despite repeated requests for an interview today, congressman honda's staff said he was out of town and unavailable. he did release a prepared statement saying, i'm rightfully proud of my staff for being extraordinarily hard working public servants

joining us right now, ted devine, senior adviser to the bernie sanders presidential campaign. 41-40 innow is really a tie, but we'll report it as bernie sanders having the lead over hillary clinton. in south carolina there's a very huge gap favoring hillary clinton there. so this is one state we're talking about. but what does that mean to the sanders' campaign going forward? >> i think it is very important, lawrence. this process begins in iowa and new hampshire. bernie has been making great progress there in recent weeks. three polls in new hampshire where he has the lead. most recent nine points ahead and now a respected public poll in iowa saying he is ahead as well with. i think bernie sanders is connecting with voters in the early states. if he can make the connection and break out of the pac and we are pleased with what has happened. >> look at the just released cnn national poll of democratic voters on the democratic side. it shows hillary clinton in the lead of this poll at 37%. that's down 10 points. bernie sanders at 27%. basically holding where he was. joe biden at 20%. tha
