joining us now is devlin barrett. he covers national security for the "post." he's one of the reporters who broke this story eller today. i should also note devlin had a scoop earlier this week detailing an internal fbi report issued the day before the attack on the capitol that warned that extremists were preparing to travel to d.c. to commit violence and what they called war. mr. barrett, i know it's an incredibly busy time, given that this is your beat. thanks very much for taking time to talk to us. >> good to be here, rachel. thanks for having me. >> there's been controversy over the years and real civil liberties concerns and lots of glitches and worries about various watch lists that we've come to learn about as americans, particularly since 9/11. what's this list that all these dozens of people were on who ended up at the capitol attack? >> so, this list, the tsdb, is shared primarily between fbi and the department of homeland security, and it's very important to understand, i mean, this is sort of, in some ways, a throwback issue to the post-9/11 era, w

reporter and author of "october surprise: how the fbi tried to save itself and crashed an election, devlin barrettnvitation, and that is a violation of law. there has been a conversation among prosecutors for that group of peopleor for whom there are other charges to file, there are no other charges of violence. meaning they went in, maybe took pictures, maybe walked around, but they weren't trying to hurt anyone, they weren't encouraging violence andnc weren't damaging property in any way, should those people be charged with a crime and prosecuted? that's the discussion that's been had. obviously you have this sea of 800 people. there are all sorts of different gradations of conduct, and that is part of that debate. >> one of the things that the justice department is debating with the fbi, according to your reporting, is the credibility of the justice department and the fbi are at stake in such decisions given the apparent security and intelligence failures that preceded the riot. what does that imply, that they're sort of a little sheepish that they weren't at the front end of this thing, they w

. >> i'm joined now by devlin barrett who is national security reporter for the "washington post," and he's also author of the book "october surprise: how the fbi tried to save itself and crashed an election." devlin, let's talk about this exclusive that you have, an fbi report warning of a, quote, war at the capitol coming out a day before the insurrection. give us some details on what the report said. >> right, so on january 5th, which is one day before the riot at the capitol, fbi personnel in norfolk, virginia observed some really disturbing online conversations in which someone is urging their other supporters to go to congress, break glass, knock down doors, get violent -- and this is a direct quote -- get ready for war. that's important for two reasons. one, it shows the degree of discussion that went into this ahead of time, that people seem to have this notion in mind in advance, but also the fbi has said they did not have any intelligence beforehand, that this was in the works, that there was a violence plan. they said they were preparing for a first amendment activity. and t

. >> and we're going to be talking to one of your colleagues who was reporting on that story, devlin barrett, in the next hour. chelini, let me ask you about what carol was talking about, the fbi investigating. obviously they were involved in the dozens of arrests already made. we saw two of the proud boys were now charged with conspiracy. so the fbi is broadening this from just people who happened to be in the capitol and wouldn't leave, which is a crime if they're not supposed to be there. where does this funding of the rally fit into that? is that something the fbi looks into or is that sort of a journalistic curiosity for the time being? >> at the moment it's a journalistic curiosity, but as things unfold, it could become more important. one of the things we know about these funding connections is alex jones, who did help facilitate this whole funding, has provided a platform for the oathkeepers and the proud boys, regularly has hosted their leaders on the show. there is clear ties between these various groups. >> thank you to both of you, carol lennoc, and shalini. >>> she is a member o

devlin barrett, thank you for spending time with us. claire and donna, i'm thinking of both of you. claire, your time on the homeland security committee, donna, your time and your service. is there an appropriate historical parallel for a crisis like this one? >> there isn't a historic -- there is no parallel. this is completely and totally different. now, i will say that over the years, beginning with oklahoma city bombing, and once again ramped up after some of the massive shootings, especially of the people at the church, we have talked about homeland security in the context of domestic terrorists, but over the last four years, the chairman of the homeland security committee in the senate, every time i would push to talk about that more, to do a series of hearings, to talk about the real threats, because we knew more people were dying at the hands of these right-wing extremists than of any foreign terrorists that were out and about. the chairman of that committee, all he wanted to talk about was hillary's emails. now we have a new chairman. now, the danger signal we're already se
