devos: -- sec. devos: we believe that with essa, states are going to be best equipped to be able to make these decisions on behalf of students closer to -- rep. delauro: decisions without resources. sec. devos: there's resources through title i that are very flexible in that regard. rep. delauro: we've got a serious shifting funds from title i. we can get that in another round. shifting money out of title i school choice. that is part of where you want to go with title i. title i isn't going to be at the level it necessarily needs to be to accommodate these efforts. you talked about in your fy 2018 budget that it refocuses the mission on supporting the efforts of states to provide high-quality education. my view, that eliminating of contradicts this mission, how do you square this circle? sec. devos: we believe these decisions are best made at the state and local level. their ability to target the resources to where the needs are for their state, for their students, and for their schools, is the mos

betsy devos, she did not agree with hbcus accomplishments when she first made her first statement.the opportunity to speak with her before graduation, i was one stuchof students who spoke with her. i went in there with an open mind to hear and see what she had to say. she talked a lot -- she talked a lot about things that takes time, we asked the students about questions to her, and questions that she never thought about. but from that meeting -- from that meeting i knew that i had a purpose to stand with my class, i knew that her first initial statement was she did not support hbcu, did not support my accomplishments, she did not support our accomplishments. and for her to be at an hbcu where the -- where the found and history is so rich and so divine, you know, and it was pretty much like a slap in our face for all of the graduates. so i decided to stand with my class and stand for what is right. >> let me show you, dominic, senator harris speaking at howard university yesterday. >> at this moment, when voices at the highest level of our government seem confused about the signifi

students booed devos during much of her commencement speech yesterday.. at the historically black university in florida. many students are upset about a now-recanted statement she made in february, when she called segregation-era historically black colleges "pioneers of school choice." many students in the audience also voiced their objection. earlier this week-- students delivered a petition with 50-thousand signatures, asking the faculty to reconsider devos' invitation. but the school went through with its original plan. a teen in union county, north carolina is facing criminal charges, after allegedly plotting an attack at his school. police arrested him tuesday, after investigators say they found knives, fireworks, flammable liquid, and a hit list in his backpack. investigators says the boy posted in an online chat room about plans to stab several students. a canadian law enforcement agent saw the post. the information was passed to the f-b-i.. and the union county sheriff's office. authorities say the teen was arrested possibly minutes before the pla

devos told the audience that the trump administration is committed to their success.he even tried to reach common ground, saying all people should try to hear one another out. what are your listeners saying? >> they're saying they're not liking what they're hearing, and the actions are not matching up. what the president is talking about, what this education department is talking about, is not matching up to the needs of that he might not offer up more than $20 million in funding to hbcus that was planned in the current spending bill. in january, that's when the presidents visited the white house earlier this year. the white house has clarified to say those schools will be protected, but that's an example of what listeners were telling me. they think the comments from the white house just are not matching up with the actions they are taking. i spoke with renee today and she, like many, is applauding the action that those students took at their graduation. she believes secretary devos got a direct message from people who are impacted by her decisions. >> the students d

devos caused a backlash after she called historically black colleges and universities, quote, pioneerschool choice. after harsh criticism she acknowledged that the abcus are born out of segregation when black students had no choice. they were barred from attending white institutions. also coming under fire for inviting her to speak today. >> for an artist getting your work into a museum can be the ultimate accomplishment. a group of artists from prince george's county has done just that and teenagers. their part of the club called culture keepers. >> reporter: stroke by stroke, using her brush to paint a story about people of color. >> i also wanted to make her angry because that's one of the biggest stereotypes of black women. we have a reason to be angry and i wanted to portray that. we're still angry and beautiful at the same time. >> reporter: her painting will be hanging at the prince george's county african-american museum. she and her fellow culture keepers meet each week to work on their art and talk about the bigger picture of racial identity. >> this helps me with my awarenes
