secretary of education betsy devos's favorite policy. this is her biggest win so far on school choice, but it's not going to really help the kids that she has said need school choice the most, poor children from low-income families, because those families don't tend to pay a lot in taxes or their parents may not have a ton of money to sock away, as you said. so in the future, you know, betsy devos i think is going to push on some other fronts on school choice. she's called this a good start, but she knows this isn't going to help the poorest kids in the country. >> woodruff: anya, there is another impact you mentioned in the tax bill that might have a big impact on public education, and that's the state and local tax deduction people can take or the changes to that. can you explain what happened and what impact that might have? >> yes. so public schools get the vast majority of their money from state and local taxes. and up until this bill, those taxes could be deducted in full from your federal taxes some that amount is a very large sub

so it will be really interesting to see when secretary devos rolls out her finalized guidelines whichdo after a formal comment period, what those final guidelines look like. schools are still grappling with this. the interim guidelines do conflict with some of the existing things in place. >> and i know this has been a controversy from the beginning. let's listen to devos in september when she was announcing the changes. >> the truth is that the system established by the prior administration has failed too many students. survivors, victims of a lack of due process, and campus administrators have all told me that the current approach does a disservice to everyone involved. that is why we must do better because the current approach isn't working. washington has burdened schools with increasingly elaborate and confusing gid lieed lines a than lawyers find it difficult to understand and navigate. >> so are there colleges -- she said they were saying it was confusing and it didn't work for them. but are there colleges that are proposing -- they won't listen to this? >>. >> are some college

i think it is great that secretary devos is an advocate of school choice in general. i think it is great she is a leading advocate in the country for that. policyires and emboldens makers across the country to know there is an ally. things certain discrete the federal government might do, but i'm not counting on it. last i checked, there sort of a gridlock situation. i think the action is going to be outside of here. i appreciate -- if i had a magic wand, i would ask that the federal government create criteria of how they want to hold the states accountable, but give the title i money to the states to empower the parents. there are things we could do involving changes in law, but i'm not holding my breath. what they should not do is create well intended -- implement well-intended ideas that stifle the already-implemented school choice programs. there is a way to screw it up. put regulations on top of federal money and end up killing these programs. do no harm would be the first step for washington. >> jeb bush, thank you very much.
