reporter: this is horace dexter mcdade, a metro employee since 1979, who prosecutors say had a schemeh this man, john vincent haile, a metro transit police officer since 1997. metro's general manager commenting earlier today said he was disgusted and dismayed by the charges. >> it's a betrayal of the trust of our customers, of washington metro itself and to the thousands of honest employees here. as a result of this, i've ordered to have forensic accountants to join the investigation to look at the existing systems, control systems, for the revenue system and to determine what more improvements have to be made to improve security so this doesn't happen again. reporter: according to a court affidavit, the scheme worked like this. mcdade and haile were assigned to what's called emergencies in which a revenue employee and a police officer work together. the two would service fare card machines that needed to be replenished with cash or emptied. according to the affidavit, the fbi received a tip last september a metro police officer was using bags of coins to purchase virginia scratch- of
