dhs and d.o.d.ements over how cybersecurity, one of the biggest threats to our national security, should be handled. he's been right in the middle of that. i think he could be very effective in helping kind of bridge the gap. the other thing that i think, when you look at his speeches, he's a very thoughtful guy and he's good at looking at emerging issues. you've got to have that for a dhs leader. i think he could be a good choice, particularly with the appointment of dhs dep sec majorcas. i hope they confirm him quickly. together they could be a good team. >> this is one of the more fascinating things about the johnson appointment from a counterterrorism perspective. johnson is one of the leftward pols of the administration's internal dialogue about what to do about the war on terrorism and gave this fascinating speech late last year before he left the pentagon about envisioning a time and a circumstance where there is no longer a perpetual global war against al qaeda and that's not really somethin

at dhs he won't have oversight. there may be domestic use of drones but it will be for different purposes and fewer justifications for why the government is doing secret things domesticically, why it's doing secret things abroad. these areas where he's demonstrated the expertise, he won't use that in this job. >> there is something sort of complex going on you're alluding to. on the one hand we know from mostly his tenure, the top attorney for dod where the job was to be their strongest defender. he defended their secrecy when they were running a targeted killing program, mostly off the books which we felt was wrong, regardless of how you executor try to go after certain terrorists or accused terrorists. then we learn a little more as tour'e is mentioning out of office, as a private citizen, we do better when we're more open. we have seen this administration take what i consider small steps on that front, not enough. i guess my concern here as you mentioned, he's going into dhs, different role. i don't know which je

dhs is a sprawling bureaucracy. it was brought together by multiple agencies together, more than ten years ago after 9/11. it's a huge management job. so this is something where dhs is a high profile job and thankless job. you're dealing with disasters and potential for terrorist strikes and dealing with everything that really strikes a cord obviously on capitol hill if things don't go well. you're under an extraordinary microscope dealing with immigration. time will tell what the legacy will be. he said he's loyal to the president. i would imagine we wouldn't see a break from him from the policies that the white house is pushing. he showed himself to be loyal representative for him in the pentagon. and so i couldn't imagine you would see much daylight between the two but we'll have to see in terms of what the broader legacy is and many ways depends on what happens. newswise under his tenure, whether there's anything that's unforeseen and that shadows and colors anyone's legacy. >> it's safe to say the legacy of jan

dh officials testified today at a hearing before house subcommittee that in a case like this, a guard'sry responsibility is to send an immediate notice of an active shooter attack and make certain that employees can get out safely or that no intruders can get in. they say in remote areas where a quick law enforcement response is unlikely, a guard is expected to take further action. but they also said the guard's response could be con strained because state laws limit what can be done by somebody who is not a sworn officer. the government has to do more to ensure guards assigned at checkpoints that use metal detectors have received the proper training. they say at least one contract guard company said that roughly 40% of its 350 guards never got their initial x-ray training. >> that's incredible. as you pointed out there are restrictions or things that would prevent even across the board training with these particular guards. so how is this going to be remedied to make sure the facilities are protect the earn the contract guards get the training they need? >> there's nothing to prevent t
