next, dhs must continue efforts to address the growing cyber threat.t is illustrated the real, pervasive, ongoing series of attacks on things like stores, banks, e-mail services, power substations, and the public that defends on it. the key to the government efforts is to build trust with the private sector. we must attract the best and thebrightness to come and work for us. people like our deputy undersecretary of cyber security, who came to us six months ago from the position of chief technology officer at mcafee. i'm going on a talent search. next week, we are traveling to georgia tech where phyllis received her phd. we will recruit more like her. we're a big fan of cyber student volunteer initiatives, which allows volunteers to come and work for dhs in support of cyber security. it allows us to educate them for our mission. through the president's executive order, 1636, on cyber security, and presidential policy on strengthening security and resilience of critical infrastructure, both issued a year ago, we are making good progress furthering our pa

guest: i don't see the responsibilities passing to dhs. the framework process continues and this continues to act as a convener. nothing has changed on that front at all. doing isis establishing a voluntary program that is there to support and promote adoption. aat includes acting as clearinghouse for best practices karen hopes that with authorities to support adoption, they've been working with us from the beginning. we have done everything possible to make sure our efforts are aligned with the framework. i want to and on a final point. the most powerful force driving adoption are the companies themselves. we see that from their discussions. this not just about what you do internally. this is about your relationship to your vendors come your suppliers, your supply chain. how the sector community organizes. those are actually more powerful than almost anything we can do from helping on the government side. sometimes people let construed a voluntary program as toothless. i don't subscribe to that. standard ist safety self regulated by indus

i know that dhs spoke about the fact that you have to do education outreach and feedback. i think over the course of this coming year the feedback will be conveyed, can indicated, and used to evolve the process further. >> angela, you have customers, microsoft has customers at every possible stage of maturity in terms of their cybersecurity posture. do you think this provides that common taxonomy, that common language that you can use in talking to these customers of? >> so i'm glad you asked that question because it builds on kathryn's point. as part of the framework development process we both engage inside of the company across the different types of audiences that exist inside the company. everybody from the person who's doing coding, take your figure, up to the senior level decision make sure talking about resourcing security. that was the internal conversation. does this meet all the different levels. to your follow-up question, we have the same conversation with a bunch of external customers. that gets to what kathryn wasn't on your. we have people are coming to us

leading dhs is a tough job. some of us were the founding mothers and fathers. blending the culture of 22 agencies reporting to more than 100 different congressional committees and subcommittees -- dod only reports to 36 -- and keeping americans safe is daunting. security is my bag, as i said. as a nine term member of congress who chaired the intelligence information sharing and risk assessment subcommittees, and who represented some of our most vulnerable infrastructure, including lax and the port of los angeles, i can tell you that one decade after its establishment, the department remains a work in progress. but, significant progress has been made. lots of it has been showcased here at the wilson center. in the past year, we have welcomed former secretary of homeland security, janet napolitano, to discuss the efforts to include the private sector in our cyber security efforts. a washington post columnist on government capacity against terror threats in a borderless world. and we hosted an event on the vince in north america. past three years, we have hosted t

they can be done through facilitation with dhs or on their own. dhs has conducted over 330 of these at the request of entities nationwide. we are bringing this together with the volunitary program so it is clear the resources are there. they will offer a range of things like threat and v vulnerability. and the industrial system cert. all of these will come together in the program and dhs works with sector-specific agencies and federal agencies to identify other offerings and assistance we can provide that will be best suited to capabilities and what they apply. they plan to work with owners and operators to develop sector-specific cases that build out platforms based on the framework and existing standards. and the department of energy is officering assistance through their c2m2 project. i think that we are looking at the volunteer program as one that needs to grow and reflect in partnership what is needed to implement the framework. what is the way forward? at least speaking for the government side in typical whitehouse fashion our reward for the

as i mentioned earlier in my testimony, i'm very excited about the resilient star pilot at dhs. it provides a framework -- >> so am i. let the record show, so am i. >> it provides a framework in which we can actually and we are collaborating in a public/private partnership. we are at the beginning of this pilot but i can see it very easily extended to the commercial and infrastructure context. when that happens and you can actually create a resilient community, the -- it would enable other private sector opportunities. other types of incentives may present themselves if you have a resilient community, it may be obvious that it might be a really good place to invest. it might be obvious that the risks where loans are placed under those circumstances are reduced. it's not just about insurance, it's about the long-term functionality and economic resilience of that community to be able to survive and thrive even before, during and after extreme weather events. that is just one example. i think that to the extent that some of the other recommendations of the panel can be followed thr

that's not what the dhs or intelligence officials are telling us. >> would this mostly be the suspicion, the fear, even though it's a general concern, flights coming into the united states from overseas? >> that's what they're focused on. this is the a additional scrutiny they are warning airlines about. no additional measures but they are letting them know that this is something that they should be aware of. remember, it was only a couple weeks ago in the advance of the sochi olympics where we had another warning come through, you and i talked about this a lot, toothpaste tubes as a possible means of getting explosives onto an airplane, another case where the threat was specific to the games but not specific or credible enough they were canceling flights. but again out of the abundance of caution. you know, this is something that, you know, in context, this is a kind of method of attacking planes that u.s. intelligence agencies have been concerned about for some time. how do they get explosives on board in light of all the security we go through? and shoes is an area of particular conc
