gaoin dhs, we are on the high-risk list and have been ever since dhs's creation.here are significant problems. when we look at the risk we have and how to cover the audit risk that we have, everywhere we look, we have risk. we have risk and acquisitions. we have risk in grants. we have risk in i.t. and cyber financial controls and personnel management. we have risks with integrity. we are the internal affairs branch for the largest single police agency in the united states. there is risk everywhere we go. many of these issues are ones already talked about. what is my job? my job is not conducting audits or leading audits, but being agents of change, making dhs a better place. how do i do it? watchword is you can write all of the audits that you want, but you are not going to be effective if people are not reading your audits or acting on the audit. make sureo we need to the audit reports are acted out? first, they have to be accessible, and they have to be accessible to people and know that information. generally people in congress as well as people within dhs. we

i know that our secretary is in a process of engaging with frontline employees at dhs. members of congress from both sides of the aisle and stakeholders from a broad spectrum of american society. that process is ongoing. no decisions have yet been made in that process. >> the speakers border crisis working group, which i'm a member, recently met with secretary johnson. during that meeting i asked the secretary what would be needed in order to address the surge in those claiming credible fear? secretary johnson indicated that a change in law to strengthen the credible fear standard would be necessary to fix the current six. do you agree that such a fix is needed? secretary johnson then said that while a fix is needed, now is not the appropriate time to fix the credible fear standard. when claims have gone from 5,000 to an estimated 50,000 in a short number of years, and your testimony indicates that those claiming credible fear are part of the surge, why is this not the time to fix this weak standard? >> i'd like to put this issue in a little bit of perspective. at this

i am at dhs. you mentioned for a minute that you were working with aba to encourage the private bar to do more effective dude does in evaluating cyber security networks before they emerge. i was wondering if you talk more about the contours of how you are incentivizing to do that and what the response has been. >> yes, thank you. i have been working most closely with my former colleagues at the aba standing committee on law and national security, but they are reaching out to the business law section and others in the aba. very early stages of those conversations, but just before i went into the department, i helped stand up a cyber security legal task force in the aba, and i met with them in boston at the aba annual meeting just a couple of weekends ago, and again encouraged him to put this on the agenda. there is a deceptively and understanding that this is a fundamental part of what their responsibility is and what they should be doing. i do not think this is going to challenge to get lawyers to

does this mean that dhs has lost confidence in fps? >> to answer your question, sir, to my knowledge, this was not an issue of performance. okay. and i do not believe that the department has lost confidence in the federal protective service. i believe this is an issue of efficiency and unity of command that is putting the secretary's vision. in effect, fps will continue to provide security, which will include law enforcement, canine support. we will continue to do assessments, and we'll have a robust presence at the facility as we always had. so currently this is really about the overall contract management and not about losing confidence in our ability to provide security and law enforcement support. fps has 2100 dhs facilities across the nation it supports to include the fema headquarters, cvp, secret service, tsa and the u.s. coast guard. we do a good job there. we have a robust presence there. i'm sure we'll continue to provide the same level of support them. the bottom line we are ensuring we provide a safe and secure environment.

with regard to your question isut doj versus dhs, dhs unique because it is a new agency that was brought together from a number of disparate roles and missions. fema, andn one hand, then you have something on the postcard, which has the usual maritime responsibilities but also a homeland security kind of responsibility. a u.s. citizen immigration services, people that bring people into the country as citizens, and you have immigrations customs , who keept, cbp people out. so there is a broad range of different kinds of things that dhs does. bringing all of those folks together in some kind of unity of effort has been the singular challenge of dhs, one of the things that we work on continuously. trying to highlight areas where we can create efficiencies by working together. there are a number of examples in the audit reports we have done which i like this kind of work. -- highlight this kind of work. one constant in today's world is change. with change comes a lot of new technologies. you have extensive experience from other organizations. what do you see for the future in terms of change

i think you don't usually get the kind of attention that dhs departments do. but it's very important. families hoping to immigrate. persons fleeing persecution and torture. they all go to agencies that are critically important. the uscis is responsible for all these important activities without any taxpayer money. it's entirely fee driven except for a minor amount that's basically used to verify all the applicants pay for the services they receive? >> i sometimes mention my grandfather who came do the united states in the early 20th century, got on the boat, got off the boat. i'm in congress today because he had the courage to want the american dream. the director's own story of his family fleeing turkey and poland to escape anti-seminism and then to cuba. i've always admired immigrants who have enough get up and go to get up and go. they have made up our country. we're now in a position to help shape the future for those that come after us. there are many things to discuss today. we mentioned about the children, the unaccompanied children who have been appreh

is dhs has a lot of these authorities already. including something called detecting critical infrastructure information, which is part of the security act to get information from the private sector, strike out the names so it can help other entities protect their critical infrastructure. those authorities are being underused at this point. the views i am about to express are my own. one of my personal views on the informational sharing dynamic is it is incumbent on the government or anyone asking other people to engage to really be able to share the value proposition, which goes back to one of the points steve made earlier. the traditional view is taking information and not sharing it. my heart was warmed today when i to the dhsences information sharing program where we have been able to share real value to members, many of whom are individual companies that we create a forum for those companies to share information. so it is about what those companies are seeing. it is building that foundation of trust. there are a lot of tools w

this is a brand new report from dhs that just came out yesterday from the office of the inspector general. giving us a pretty general overview specifically of what's going on in texas with these illegal immigrant and some the health concerns coming about from it. it's reporting back in del rio, texas, sort of south central texas, that some border agents have been infected with scabies, lies and chicken pox and even worse than that, it says that two border agents are reporting that their children have now been infected with chicken pox just a few days after they had come in contact. 20 to 30 minutes late from el paso. we are getting reports that at those stations two agents believe they have been infected, possibly with tuberculosis. we did get some new numbers, he is telling us 153 unaccompanied children, adults have been treated at el paso hospital for things like lice, scabies, chicken pox. since july, 43 border patrol agents have filed some type of paperwork believing they have been infected with some type of communicable disease. two agents have confirmed they have been treated for ge

they have a file with dhs and the social security number. it is a little-known fact that the military has a huge demographic time bomb happening. it is difficult to find qualified american citizen recruits for a number of reasons. of five of -- one out americans can qualify for the military due to factors like obesity, drug use. all kind of disqualifying issues. the pentagon numbers are scary right now for the future of the all volunteer force because of a lack of qualified recruits. a rapidly aging population. increasing disqualification. if you open up the pool to that 's youof people, the daca add a few hundred thousand people to the potential of recruits. they are u.s. educated and a low risk population. so far, the president has not chosen to exercise the authority he has to allow the doing list -- allow them to enlist. i suspect that maybe president bush would have been less reluctant to exercise executive authority. >> thank you very much. that is all the time we have you read these join me in thanking our panelists.
